We are hiring a Chief Executive Officer

The Uganda Tourism Board (UTB) is a statutory organization established by the Uganda Tourism Board Statute of 1994 and reconstituted in the Tourism Act of 2008 with the following statutory objectives:

a) To promote and contribute to the development of the tourism sector both within and outside Uganda.
b) To coordinate with the Ministry responsible for Tourism and the private sector in implementing the National Tourism Policy.
c) To carry out any other activities incidental or conducive to attaining the specified objectives.

JOB DETAILS

Job Title: Chief Executive Officer
Salary Scale: T1
Department: Chief Executive’s Office
Duty Station: UTB Headquarters
Reports To: Board of Directors
Supervises: Deputy CEO, Managers, Senior Internal Auditor (Administratively)
Contract Duration: Three (3) Years, Renewable


2. MAIN PURPOSE OF THE JOB

To provide strategic and inspirational leadership to the UTB team, ensuring that UTB has a clear and compelling vision with well-developed strategic and risk assurance plans. These plans should result in delivering quality services to achieve the organization’s mandate as specified in the Tourism Act.


3. KEY RESULT AREAS

a) Development, Implementation, and Review of the Strategic Plan.
b) Tourism Promotion.
c) Strategic Partnerships and Collaborations.
d) Governance and Leadership.
e) Financial and Procurement Management.
f) Team Performance Management.
g) Research and Innovation.
h) Industry Standards and Regulations.


4. QUALIFICATIONS AND EXPERIENCE

a) Academic Qualifications:

  • Bachelor’s Degree (Hons) in any of the following fields: Tourism, Economics, Law, Social Sciences, Statistics, Business Administration, Commerce, or related fields obtained from a recognized university/institution.
  • Master’s Degree in any of the following fields: Tourism, Business Administration, Marketing, Statistics, Economics, Law, Public Policy, or related fields from a recognized university/institution.
  • Postgraduate Diploma in Financial Management, Public Administration, Project Planning, Management, or related fields is an added advantage.

b) Experience:

  • At least 10 years of proven senior leadership and management in a credible public or private sector organization involving clear strategic thinking and planning, team building, direction, and supervision.
  • At least 7 years of experience in tourism, hospitality, or marketing.
  • Strong understanding of the tourism industry, including marketing, product development, and sustainable growth.
  • Excellent track record of performance at a high-level management position.
  • Proven ability to turn around organizational performance into a competitive and vibrant institution respected by stakeholders through innovation, change management, and systems building.
  • Ability to work collaboratively with diverse groups and manage complex relationships.

5. PERSONAL ATTRIBUTES AND SKILLS

b) Innovative thinker with a proactive approach to problem-solving.
c) Strong analytical skills and attention to detail.
d) Ability to work under pressure and meet deadlines.
e) Knowledge of the economic and market environment in which the private sector operates, including the wider African and international regions.
f) Resource mobilization, utilization, and accountability.


6. WORKING CONDITIONS

The Chief Executive Officer is a full-time position within a strong value-based and result-oriented organizational culture. This position requires a high level of team collaboration but also significant autonomy. Due to the nature of the job, the Chief Executive Officer may be required to travel frequently and work longer hours to meet job demands.
