Chief of Party

Under the supervision of the Country Director, the Chief of Party will provide leadership and operational direction for the implementation of the Citizens’ Action Against Corruption activity; lead a dynamic team of experts, oversee activity coordination and management of sub-awardee, including planning, implementation, budget monitoring, facilitate learning and stakeholder engagement, risk assessment and mitigation. The Chief of Party will serve as the Activity’s primary representative to USAID/Uganda, Government of Uganda (GOU), other donors, and key stakeholders and will be responsible for timely and accurate delivery of all reports and other program products under the activity.
About the Citizens’ Action Against Corruption Activity: The high levels of corruption, permeating all sectors of Ugandan society is driven by growing impunity, citizen apathy and permissive social norms that promote, facilitate, and even justify corruption. While Uganda has the basic policies and institutional framework necessary to address corruption in place, the efforts have neither stopped, nor reduced the leakage of public resources, or enjoyed the confidence of majority of citizens. A multipronged approach of strengthening accountability systems, as well as strengthening citizens action against corruption, as well as promoting positive norms is needed to make sustainable impact in the fight against corruption. Citizens’ Action Against Corruption is conceived to empower citizens to lead the anticorruption efforts and promote accountability. To this end, AAIU would like announce vacancies for the following four (4) Key personnel positions on a USAID funded activity.
Qualifications, Skills and Experience:
- A Master’s degree (or equivalent) in any of the following fields: Political Science, Public Administration, Political Economy, Law, Development Studies, Public Policy, Governance, Philosophy, or any other related field.
- At least eight (8) years’ experience in the management of a governance, accountability, or civic engagement program.
- Demonstrated experience of leading a programme working with diverse stakeholders including state agencies, NGOs, formal and informal groups, networks and associations.
- Strong verbal and written communication skills.
- Superior understanding of human rights-based approach (HRBA), power analysis, or any other participatory programming approaches and methodologies
- Ability to work in a demanding environment, managing competing priorities, tight deadlines and fragile operating environment.
- Excellent leadership, organizational, interpersonal, time and people management skills.
- Must be a self-starter and fast learner with demonstrable abilities of a team player.
- Experience implementing a USAID funded project is an added advantage
- Ability to monitor and provide oversight over financial controls
- Familiarity with the Development aid system and understanding of donor and governmental requirements.
- Demonstrate success in managing and leading technical and administrative teams.
- Strong organizational and interpersonal skills and ability to work in a team-oriented setting.
- Strong oral and written communication skills and ability to coordinate activities with officials from host country government, US Government, NGOs, and other agencies.
- Strong computer skills: Microsoft Office Applications,
- Willingness to travel to the field offices when required
