Country Senior MEL Officer

Mercy Corps is hiring a Country Senior MEL Officer who plays a key role within the PAQ department, working closely with the Country MEL Manager and Director of Programs to develop, coordinate, and improve the M&E system at the country level. This role also focuses on building the capacity of M&E staff across programs and offices.
The primary responsibilities include overseeing all monitoring, evaluation, and learning activities, ensuring data quality and program impact measurement, managing information systems, and supporting decision-making through analytics.

Reports To: Country Monitoring, Evaluation, and Learning Manager (CMM)
Works With: Director of Programs, Program Managers, Grant & Program Specialist, Technical Advisor (Climate Change, Livestock, and Agriculture), Operations Department, Director of Strategic Operations and Program Support, Country Senior Management Team, Implementing Partners, and Global PAQ Team.
Key Responsibilities
1. Strategy & Vision
- Support the CMM in developing the country MEL strategy and provide guidance to field offices on program-level M&E systems.
- Develop program-level MEL SOPs based on Mercy Corps’ MEL Policy and minimum standards.
- Coach and coordinate M&E teams to improve data analysis and impact representation for donors, government, and stakeholders.
- Lead country MEL management meetings and actively contribute to strategy sessions.
- Support baseline, mid-term, and final evaluations, as well as key research activities like market and gender assessments.
2. Program Management
- Promote a culture of adaptive management and evidence-based decision-making.
- Lead program quality reviews, ensuring MEL data integrity and compliance.
- Train M&E and program teams on MEL Tech applications and data tools.
- Build staff capacity on TolaData, organizing periodic data reflection and analysis sessions.
- Manage TolaData adoption and integration into programming.
- Provide M&E supervision, supporting recruitment, onboarding, and performance reviews.
- Oversee the creation and execution of work plans for efficient data collection and project monitoring.
3. MEL System Development & Implementation
- Ensure the timely development and implementation of MEL plans that meet MEL Policy and SOPs standards.
- Supervise indicator integration on TolaData and oversee regular data updates.
- Lead the design and execution of internal evaluations and strengthen team capacity for internal assessments.
- Conduct internal data quality assessments (DQA) to address MEL gaps affecting program implementation.
4. Accountability & Community Engagement
- Support accountability efforts, ensuring participants and communities are engaged in program design, monitoring, and evaluation.
- Contribute to establishing an effective complaints, accountability, and response mechanism (CARM).
- Collaborate with the Senior CARM Officer to enhance community reporting systems.
5. General Responsibilities
- Maintain professional conduct and represent Mercy Corps’ mission positively.
- Perform any other duties assigned.
Qualifications & Experience
- Education: BA/S in Social Sciences, Business Administration, Public Administration, Management, Statistics, Economics, or a related field.
- Experience: 3–7 years in program development, monitoring, and evaluation, with experience in:
- Building and managing M&E systems and teams.
- Supervising data collection, validation, and reporting.
- Designing monitoring frameworks and database management.
- Training and capacity-building for M&E teams.
- Technical Skills:
- Data analysis and visualization using Excel, Access, Power BI, ONA, CommCare, TolaData, GIS.
- Strong report writing and data management skills.
- Experience working with ONA/KoBo/ODK is an asset.
- Soft Skills:
- Strong communication and team coordination.
- High attention to detail and deadline management.
- Previous experience with international or local NGOs preferred.
