Main Purpose of the Job
The Environment Inspector – Oil and Gas will assist in the effective management of environmental and social impacts associated with oil and gas development activities in Uganda. This position involves monitoring environmental compliance, supporting Environment and Social Impact Assessments (ESIAs), and ensuring sustainable practices in the petroleum industry.
Duties and Responsibilities
- Contribute to the development and implementation of work plans and budgets.
- Assist in monitoring and coordinating ESIAs and Strategic Environmental Assessments (SEAs) within the petroleum industry.
- Coordinate compliance monitoring and inspections of oil and gas activities.
- Advise the Authority on procedures, guidelines, and protocols for conducting and reviewing ESIAs in the oil and gas sector.
- Assist in coordinating Lead Agency participation in the review of oil and gas-related ESIAs.
- Support capacity-building activities for ESIA in the petroleum sector.
- Contribute to the development of national policy guidelines for ESIAs and SEAs.
- Assist in the development and management of an ESIA and SEA information system as part of the overall Environment Information Management System (EIMS).
- Collaborate with other staff on environment and social assessment matters.
- Promote applied research on best environmental practices in the oil and gas sector.
- Support public awareness and education about ESIA requirements for oil, gas, minerals, and geothermal activities.
- Assist in coordinating the licensing regimes for waste streams in the oil and gas industry.
- Contribute to the coordination of health, safety, quality, and environmental aspects of petroleum facilities.
- Perform any other duties as assigned by the Supervisor.
Person Specifications
Qualifications:
- An Honors Bachelor’s Degree in Environmental and Natural Resources Management, Physical or Natural Sciences, Environmental, Chemical or Petroleum Engineering, Geology, or Chemistry.
Experience:
- A minimum of 3 years of professional experience in environmental and social assessments, particularly in the oil and gas or related industries.
Competencies and Skills:
- Leadership, team-building, and supervision skills.
- Strong interpersonal, communication, and negotiation skills.
- Knowledge of conservation planning and the mitigation hierarchy.
- Excellent scholarly writing, analytical, and presentation skills.
- Strong report writing and resource mobilization abilities.
- Risk management and financial management skills.
- Proficiency in Information Communication Technology (ICT).
