Finance and Administration Officer

Contract

SEMA is seeking a highly organized and detail-oriented Finance and Administration Officer to manage the organisation’s financial and administrative Operations and ensure compliance with financial policies, donor regulations, and accounting standards. This role is critical in maintaining SEMA´s financial health and supporting its mission of improving public service delivery through citizen feedback. The Finance and Administration Officer will handle financial transactions, administrative roles, reporting, and compliance, contributing to the overall efficiency and effectiveness of the organization.

Supervisor: Finance and Administration Manager

Key working relationships: Program Teams, Finance Office NL, Operations and Management Team

 

 

Key Responsibilities:

  • Accounting:
    • Maintain accurate and up-to-date accounting records.
    • Process accounts payable and receivable.
    • Prepare and reconcile bank statements.
    • Assist with the preparation of financial reports.
    • Identify and document queries related to bank dealings and submit them to management.
    • Review payment supporting documents to ensure alignment with authorization levels, purchase orders, delivery notes, and goods received notes.
    • Receive and process payments for suppliers, staff, and service providers.
  • Financial Data Management:
    • Enter all financial transactions accurately into the organization’s accounting software.
    • Ensure accuracy, completeness, and proper coding of transactions before entry.
    • Maintain timely and accurate filing of payment vouchers and invoices, ensuring all supporting documents are attached.
    • Review financial requests and reports to ensure alignment with grant terms.
    • Build the capacity of staff in sound financial management systems.
  • Financial Reporting.
  • Maintain timely and accurate filing of payment vouchers and invoices, ensuring all supporting documents are attached.
  • Prepare and submit timely monthly receipts reconciliation statements.
  • Prepare and submit all statutory returns, such as PAYE, NSSF, and LST.
  • Prepare monthly bank reconciliation statements.
  • Reconcile all balance sheet accounts and submit a monthly reconciliation schedule.
  • Prepare financial schedules for internal and external audits.
  • Administration:
    • Ensure the proper functioning of procurement systems and logistical operations, including travel and event organization.
    • Contribute to the review and development of internal controls and accounting systems to support continuous improvement initiatives.
    • Assist with budgeting and financial planning.
    • Provide general administrative support to the finance department.

Qualifications and Skills:

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
  • Professional certification (e.g., CPA, ACCA) is highly desirable.
  • Excellent mathematical skills; understanding of data privacy standards; Grants management; compliance: integrity; honesty; customer-service skills; solid communication skills, both written and verbal
  • Minimum 3 years experience in an Accounting in a corporate or international NGO environment.
  • Proven experience in financial management, particularly in the non-profit sector.
  • Strong knowledge of financial regulations, accounting principles, and best practices.
  • Proficiency in financial management software and Microsoft Office Suite.
  • Excellent analytical, problem-solving, and organizational skills.
  • Strong communication and interpersonal skills, with the ability to explain financial concepts to non-financial staff.

Working Conditions:

The Finance Officer primarily works in an office environment with standard working hours. The role involves handling confidential financial information and requires a high level of accuracy and attention to detail. This is a full-time job (40 hours/week), with occasional weekend activities (conferences, meetings.)

We offer a full-time contract for 12 months which may be renewed upon successful completion of targets. The probation period is 3 months. PAYE, NSSF and health insurance are covered, as well as 21 holidays and an annual training budget.

Remuneration is a combination of base salary and increments based on acquisition achievements. Please note we are a small, local social enterprise, and we offer salaries according to Ugandan local organization standards – we do not offer an international organization (UN) scale salary. We are looking for someone who is (willing to be) based in Kampala, Uganda.
