Finance Assistant

Full-time

Action Against Hunger is hiring a Finance Assistant responsible for overall base finance management and ensuring respect and proper implementation of finance rules, regulations, and procedures at the base.

 

Key Duties & Responsibilities

Objective 1: Accountancy

  • Responsible for accountancy at Field Level.
  • Ensure the use of accounting software in the finance department.
  • Capture accountancy for all books into Sylogist.
  • Make all payments at the base level.
  • Maintain good relationships with external parties (banks, tax offices, legal offices, audit firms, etc.).
  • Manage project budgets within approved donor thresholds.
  • Prepare monthly forecasts for the base.

Objective 2: Monthly Invoices (Quality Checking)

  • Check the quality of monthly invoices at the base level.
  • Ensure all supporting documents (PR, SPO, invoice, delivery/reception note, etc.) are attached to invoices.
  • Ensure proper financial codes are present on the payment authorization form.
  • Verify all information (date, name of the supplier, unit cost, total cost, total amount, paid amount in words, etc.) is accurate on invoices.
  • Confirm original invoices are pasted on A4-size white paper.

Objective 3: Pre-audit

  • Collect monthly accountancy (soft and hard copies) from bases.
  • Ensure proper descriptions are written in accountancy in Sylogist.
  • Check that the correct accounting codes and budget lines are captured in each invoice.
  • Ensure reconciliations are made in the system at the end of each month.
  • Confirm hard copies of invoices match soft copies.
  • Prepare monthly quality invoice-checking templates and share summary reports with the bases.
  • Support Capital on grant audits if required.

Objective 4: Reporting

  • Ensure donor compliance with ACF standards.
  • Implement new procedures and policies concerning accountancy in the base.
  • Ensure the quality of invoices (monthly invoice checking).
  • Submit documents to Capital monthly.
  • Update the BFU monthly with actual expenditures and forecasts from the bases.
  • Prepare donor reports as required.

Objective 5: Support of Programmes and Other Departments

  • Provide continued support to other departments at the base level in finance-related issues.
  • Conduct regular field visits to provide technical support during program activities.
  • Participate in the induction of newly recruited staff at the base.

Requirements

  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
  • CPA (at least Level 2) is an added advantage.
  • Minimum of 3 years’ financial management/accounting experience in an NGO, preferably in a similar role.
  • Solid knowledge of grant/project regulations, accounting principles, financial systems, budget/cash flow monitoring, and internal accounting controls.
  • Experience with financial systems.
  • Ability to solve complex problems and exercise independent judgment.
  • Strong forecasting skills.
  • Good oral/written communication and interpersonal skills.
  • Ability to work in a cross-cultural environment with multinational staff.

  • Requires long periods of sitting, typing, filing, and occasionally standing to retrieve documents.
  • The physical demands described are representative of those required to perform essential job functions successfully.

Working Conditions, Travel, and Environment

  • Regular job attendance (five days per week) is required.
  • Regular travel to base/field offices and as needed for domestic and international business purposes.
  • Availability to work outside normal office hours or on weekends as required.
  • Exposure to precarious field settings under high security risks, basic living conditions, outside weather, and infectious diseases.
