Finance & Grants Manager

Full-time

The Finance & Grants Manager is responsible for ensuring that the TLC project functions efficiently and effectively in all financial, administrative, grants, procurement, and operational matters while complying with BIU and the prime’s policies, procedures, and donor regulations. This includes supporting the Finance and Programs team to track and identify BIU TLC budget and spending priorities using sound financial principles. The Finance & Grants Manager will lead the management of project sub-awards and logistics, including travel, equipment, and fleet. S/he will also assist the BIU Director of Finance & Operations in developing the project’s financial and operational plans, monitoring delivery against agreed financial targets, and supervising the project’s finance and operations staff.

Specific Responsibilities and Duties

Finance and Grants Leadership

  • Provide leadership for planning, budgeting, and managing all financial and administrative activities under BIU TLC project.
  • Support development, supervision, and monitoring of all financial and accounting systems, policies, procedures, and internal controls, adapting them as necessary to minimize non-compliance risk, meet changing regulations, and follow best practices.
  • Provide technical guidance for implementing the project’s finance and administration policies and procedures.
  • Prepare and execute action plans to improve the efficiency of finance and administrative operations while mitigating operational and compliance risks.
  • Lead the annual TLC budgeting process, including overseeing and reviewing the BIU TLC work plan, budget tracking, and financial reporting process and systems.
  • Ensure management and compliance of the sub-agreements per financial requirements for USAID, the prime, BIU policies, and Ugandan laws.
  • Support targeted finance and operations technical assistance to sub-award partners for financial stewardship and accountability.
  • In consultation with the Director of Finance & Operations, organize annual external audits as required.
  • Deputize for the Director of Finance & Operations as appropriate, with a wide understanding of the main issues affecting the BIU and interrelated projects.

Financial Accounting and Reporting

  • Ensure accurate and timely project financial and contractual information is available for BIU senior management, the prime, and project leadership for decision-making.
  • Support the Director of Finance & Operations with the development and enhancement of Budget Variance reporting and tracking systems.
  • Manage month-end closeout processes for TLC project, including reviewing financial transactions in QuickBooks to ensure timely recording and submission of expense reports, bank reconciliations, and funding requests to the prime.

Staff Capacity Building

  • Empower and guide the project’s finance and operational teams to tailor spending to meet performance goals with BIU TLC programs team and sub-partners.
  • Supervise and empower field office staff to build strong field-level financial and operations systems ensuring efficient project implementation.
  • Work with project staff to ensure a robust budgeting and financial management system for BIU that effectively accounts for resources.
  • Identify knowledge gaps and provide targeted training, coaching, mentoring, and guidance to staff on financial controls and operational systems.

Required Qualifications & Experience

  • Education: Master’s degree in Accounting, Finance, Business Administration, or Bachelor’s degree with a minimum of 10 years of professional experience in project financial and administrative management.
  • Experience: Minimum of 7 years in at least a mid-level finance and operations position, preferably in a high-performing organization working with USAID consortiums and complex projects. Advanced knowledge and experience with QuickBooks is essential.
  • Supervisory Skills: Demonstrated supervisory experience, particularly in Education and Protection projects (added advantage).

  • Excellent organizational, analytical, numerical, and problem-solving skills.
  • Proactive in identifying potential problems and proposing solutions.
  • Proven experience in identifying cost-saving, avoidance, and efficiency opportunities.
  • Knowledge of Uganda’s labor, tax, and other relevant laws.
  • Proficiency in relevant computer applications and databases.
  • Adaptability to changing work needs, including field-level travel.
  • Ability to manage tight deadlines and deliver high-quality work with minimal supervision.
