Head of ICT
Full-time
The Head of ICT WILL oversee all of SWICO’s Information and Communication Technology (ICT) operations, covering hardware, software, and network systems, and manage the data systems used for SWICO’s operations. Responsibilities include monitoring, maintaining, and supporting SWICO’s technology infrastructure and systems, providing advice on ICT development opportunities, and offering leadership and guidance to the ICT department.

KEY RESULT AREAS AND RESPONSIBILITIES
Result Area 1: ICT Management
- Develop and periodically review ICT policies, procedures, and strategies for SWICO.
- Implement and manage ICT annual work plans and standard operating procedures.
- Oversee SWICO’s ICT operations, including software, hardware, and networking activities to ensure efficiency and cost-effectiveness.
- Manage day-to-day administration, maintenance, troubleshooting, upgrades, and customer support for all ICT components.
- Ensure proper licensing, installation, and maintenance of all computer systems, software, and networking connections across SWICO’s locations.
- Implement robust security measures, including anti-virus, anti-spam, and anti-hacking protocols.
- Manage user accounts, domain rights, and email systems.
- Oversee website content management and maintain consistent network uptime.
Result Area 2: Operations of SWICO Computing Infrastructure
- Plan, implement, and test measures for the reliability and trustworthiness of SWICO’s computing infrastructure.
- Monitor and troubleshoot network and server-related hardware, ensuring proper documentation and audit trails.
- Oversee the configuration and management of servers and other network components.
- Manage preventive maintenance schedules and licensing for hardware and software.
Result Area 3: Information Security
- Implement and review SWICO’s Information Security Policy, reporting security incidents and conducting internal audits.
- Organize regular security awareness programs for staff and ensure regular updates to anti-virus and spam protections.
Result Area 4: Relationship Management
- Work closely with relevant users to identify new infrastructure requirements and manage ICT service providers.
Result Area 5: Management of the Department
- Conduct weekly department meetings and participate in senior management meetings.
- Supervise and develop the ICT team, ensuring accountability and performance standards.
- Assist in recruitment and periodic performance appraisals of ICT staff.
- Manage departmental budgets and prepare periodic reports on ICT services.
PERSON SPECIFICATIONS: Head of Information and Communication Technology
Minimum Academic Qualifications:
- Master’s Degree in Computer Science, Information Technology, or Information Security.
- Microsoft Professional Certification, Microsoft Systems Engineering Certification, and security-related certifications (e.g. CISSP, CISA).
Minimum Experience and Exposure:
- At least 5 years’ experience in ICT infrastructure operations and network administration.
- Experience in information security implementation and website management.
- Managerial and leadership skills in mentoring ICT staff.
Special Knowledge:
- Knowledge of computer systems, hardware, and software developments.
- Familiarity with database management systems (MSAccess, SQL Server, MySQL), networking protocols (IP, TCP, UDP), and website development tools (HTML, JavaScript, CSS, php).
- Up-to-date knowledge of ICT compliance, regulatory issues, and security standards.
Key Skills:
- Systems analysis, design, and troubleshooting.
- Network and website administration, including preventive maintenance.
- Strong management, organizational, communication, and interpersonal skills.
- Experience in ICT system deployment and re-engineering of operations to meet evolving business needs.
