Head of Programmes

HHA is therefore looking for a highly motivated and experienced Head of Programmes (HoP) to provide leadership and give oversight to its operations in East Africa.
HHA-East Africa Head of Program (HHA-EA HoP) will be responsible for overseeing the planning, execution, and management of all programs or projects under their purview. This leadership role involves a combination of strategic oversight, team management, and program development to ensure alignment with organizational goals and successful outcomes. He/she will provide regular updates and insights to senior management including the board on program performance.
Duty Station: Uganda, with travel between various project locations including Northern Uganda, South Sudan and Kampala
Reports to: HHA EA Director

Key Duties and Responsibilities:
Strategic Planning and Program Design
- Develop and implement a comprehensive program strategy that aligns with HHA vision, mission and goals.
- Identify program objectives, outcomes, and KPIs to measure success.
- Design programs that meet the needs of stakeholders and fit within budget and resource constraints.
Program Management and Execution
- HHA EA has a number of existing regional project managers who manage specific projects in different locations. The Head of Programmes will need to,
- Oversee the implementation of multiple projects or programs, ensuring timelines, budgets, and quality standards are met.
- Coordinate with various departments to ensure alignment and resource availability.
- Track and manage budgets, monitoring expenditures to stay within financial limits.
- Develop and implement effective regional partnerships and fundraising/income generation plans & activities (With the aid of HHA UK Fundraising team) to aid self-sustainability and financial robustness of HHA EA operations
- Ensuring HHA EA provides relevant donor reports and communications to HHA UK and international donors and partners in a timely, professional and effective manner
Leadership and Team Management
- The Head of Programmes will provide regional leadership for our EA operations, as he/she works closely with the East Africa Director to;
- Lead, mentor, and manage program staff, including project managers, coordinators, and other team members.
- Foster a collaborative and productive work environment to drive high performance.
- Set clear performance expectations and provide regular feedback.
- Representing HHA EA in national coordination meetings and with significant partners, including UNHCR, OPM etc.
- Representing HHA EA with international donor visits, ensuring visits are managed effectively
Stakeholder Engagement and Communication
- Serve as the primary point of contact for program-related inquiries from internal and external stakeholders.
- Develop and maintain strong relationships with key stakeholders, including donors, partners, and beneficiaries.
- Communicate program progress, successes, and challenges to stakeholders through regular reports and presentations.
Risk Management and Problem-Solving
- Identify potential risks to program success, including financial, operational, and reputational risks.
- Develop risk mitigation strategies to address challenges proactively.
- Resolve issues as they arise, collaborating with stakeholders and team members to find solutions.
Compliance and Quality Assurance
- Ensure compliance with HHA policies.
- Ensure programs comply with relevant regulations, standards, and organizational policies.
- Conduct regular quality assurance checks to maintain high standards across all program activities.
Reporting to Senior Management and Board
- Provide regular updates and insights to senior management on program performance.
- Prepare and present reports to the board or executive team as required.
- Preparing and collating regular project reports and financial reports for HHA UK and maintaining regular update meetings with the East Africa Director
Budget Management
- Oversee program budgets, ensuring funds are used efficiently and according to the organization’s financial policies.
Education:
- Bachelor’s degree in international relations, public health, Public Administration and Management, Business Administration, Social works and Administration, or related field. Master’s in management and a post graduate diploma in Project planning is an added advantage
Experience:
- Equivalent experience managing projects, min. of 5 years’ experience.
- Demonstrated experience in organizational or individual capacity building and/or training
- Relevant experience working for/with international NGOs
- Relevant experience with health or disability related projects (Desirable)
Skills:
- Computer Literate with excellent capacity of Excel, Word and other IT programmes
- Strong interpersonal and communication skills (including strong spoken and written English)
- High proficiency in Project Management requirements (for instance, ability to develop and monitor financial budgets, appropriate project targets)
Personal Attributes:
- Willingness and availability to travel and visit different regions regularly
- Self-confident, motivated and able to problem solve and implement solutions
- Meticulous and well organised
- Excellent administration skills with a high awareness of detail
