Head of Regulatory Services 

Full-time

The Head of Regulatory Services will oversee all the regulatory engagements with the Electricity Regulatory Authority (ERA), Uganda Electricity Transmission Company (UETCL), Ministry of Energy & Mineral Development (MEMO), Ministry of Finance Planning & Economic Development (MoFPED) National Environment Management Authority (NEMA), Development Partners, along with other key sector entitle% spearhead tariff and License matters, approvals and verification of investments in existing assets and all commercial regulatory matters.

Reports to: Chief Finance Officer

Key Duties and Responsibilities:

Corporate & Consumer Affairs Regulation

Coordinate all regulatory engagements with ERA, UETCL, other sector players and government players as may be needed.

Provide input for any communication to the general public or to key stakeholders pertaining to the Company with regard to any regulatory matters.

Economic Regulation

In charge of the compilation, review and submission of tariff applications, and quarterly reports of UEGCL operated power plants to ERA as needed.

In charge of initiating and effecting tariff quarterly and annual tariff indexations as applicable and advising management on the implications of the same.

Appraise and advise management of any regulatory changes and their potential commercial impact on business operations.

Ensure all the Company’s revenue requirements due from UETCL are recovered accurately and on time.

Support UEGCL’s relevant teams in Business Development with Tariff models, negotiations of new Power Purchase Agreements and securing of Generation Licenses to ensure commercial viability and long-term financial sustainability.

Maintain the Company’s Financial and Economic Performance Statistics in line with the tariff parameters set within the Licenses.

Oversee any research geared towards improving regulatory performance from an economics/tariff perspective.

Financial Regulations

Oversee the submission of annual investment plans for UEGCL power plants and progress reports on the same, ensuring timely approval by the regulator.

Coordinate investment verifications by ERA to ensure that all investments are well documented and no amounts are clawed back by ERA.

Maintain up to date reconciliation of regulated companywide investments approved, recovered and unrecovered investments.

Technical Regulations

Coordinate the submission of technical standards, operational manuals and reports to ERA as required by regulation

Participate in the review/revision of any technical standards and  ensure compliance with prevailing relevant laws and regulations.

Participate in technical audits / reviews / investigations by ERA to ensure that the Company’s compliance status is fairly determined in terms of observations and regulatory interpretations.

Liaise regularly with technical departments/units to ensure technical regulatory compliance. Legal Regulation

Maintain up-to-date records of regulatory submissions, approvals. and correspondences including but not limited to Tariff Financial Models Licenses and PPM among others.

Collaborate with other functions to assess the need for modification of existing Power Purchase Agreements (PPA5). Licenses, and other instruments and support in initiation and negotiation of the same where applicable in pursuit of UEGCL’s financial sustainability.

Work closely with the in-house and external legal advisors on regulatory matters

Administration

Determine the Human Resource requirements for the Unit and participate in the recruitment of staff.

Manage the performance and development of staff under supervision

Develop the Unit’s Annual Operating Plan and Budget and implement the Unit’s approved budget.

Qualifications, Skills and Experience:

Education and Professional Requirements

An upper second Bachelor’s degree in a relevant field such as Economics, Finance, Accounts, Business Administration, Engineering or Energy Management is a must.

Professional qualification / certification in ACCA, CPA, CFA is an added advantage.

Master’s Degree in Business Administration, Accounting. Engineering. Management or related field is a must.

Related Job Experience

A minimum of Seven (7) years’ relevant work experience in the energy or other utility subsector or a regulated sector is a must

At-least 3 yeas’ experience at senior/managerial level doing regulatory services work.

Experience with regulatory authorities is an added advantage

The ideal candidate for this job should possess a combination of regulatory expertise, financial alums), project management skills. and strong communication abilities.
