The Head Procurement and Disposal will manage all procurement and disposal activities of UETCL in compliance with the Public Procurement and Disposal of Public Assets Act, Regulations, and Development Partners’ procurement guidelines.

Reports to: Chief Executive Officer
Key Responsibilities:
- Provide managerial oversight to the Procurement and Disposal Department, managing staff performance and development in line with UETCL’s goals, objectives, policies, and regulations.
- Facilitate procurement planning, contracting, and control to ensure compliance with best practices and value for money.
- Prepare and maintain an updated procurement and disposal plan for UETCL and ensure adherence to the plan.
- Liaise with the Public Procurement and Disposal of Public Assets Authority (PPDA) and Development Partners on matters within their jurisdiction in accordance with Sections 31 and 32 of the PPDA Act.
- In consultation with user departments, initiate procurement processes and coordinate the preparation of Terms of Reference, Statement of Requirements, Specifications, and Bid documents for procurement activities under UETCL’s Corporate Business Plan and Statutory Performance Agreement.
- Support the function of the Contracts Committee and implement their decisions.
- Periodically review internal procurement policies, practices, and procedures to ensure they align with UETCL’s business strategy.
- Maintain an updated Company procurement profile on the Government Procurement Portal (GPP).
- Maintain and archive records of the procurement and disposal process.
- Develop and manage the Procurement and Disposal documentation process, storage system, and registries for procurement-related documents and records in line with the PPDA Act, Regulations, and UETCL’s Records Management guidelines.
- Provide technical advice and guidance to UETCL staff on procurement and disposal matters.
- Monitor the performance of UETCL’s contracts.
- Establish and maintain an updated database of prequalified suppliers and service providers.
- Manage departmental resources and activities, including budgeting, procurement, and human resources.
- Ensure timely delivery of procurements per the procurement plan.
- Perform any other duties as may be assigned from time to time.
Person Specifications:
- University degree in Procurement and Logistics Management, Procurement and Supply Chain Management, Business Administration, Commerce, Economics, Electrical Engineering, Civil Engineering, Mechanical Engineering, or a related field.
- A Master’s degree in Procurement and Supply Chain Management, Business Administration, or a Management discipline is an added advantage.
- Full membership of the Chartered Institute of Procurement and Supply (CIPS), American Purchasing Society (APS), IPPU, CPSP, or an equivalent from a recognized awarding institution is essential.
- Eight (8) years of experience in Procurement Management, non-consulting services, works, and consulting services.
- Five (5) years of experience at a senior level in procuring for development agencies/partners on funded projects.
- Demonstrated experience in project lifecycle management is an added advantage.
- Demonstrated knowledge of local procurement laws and regulations.
- Ability to work as part of a team and to develop subordinates.
- Understanding of significant legal and commercial issues within the supply chain.
- Strategic thinking and the ability to produce accurate results in an environment with multiple and challenging tasks.
- Strong interpersonal and listening skills with the ability to empower team members.
- Ability to identify and set performance deliverables.
- Proven track record of delivering targets.
- Strong results orientation.
- Self-motivated and proactive.
- Excellent interpersonal skills, particularly in staff management.
