Human Resource Manager

Uganda Counseling and Support Services (UCSS) is seeking a highly qualified and experienced Human Resource Manager to join our team. The HR Manager will oversee effective human resources management, administrative services, procurement, and general office management, ensuring that the agency’s operations align with UCSS’s mission and values.

Key Roles and Responsibilities:

  1. Recruitment & Selection:
    • Coordinate recruitment processes in line with UCSS policies.
    • Develop staffing plans aligned with organizational objectives.
    • Implement effective induction programs.
  2. Organizational Structure:
    • Review and develop job descriptions and specifications.
    • Align organizational structure with UCSS’s goals and objectives.
  3. Performance Management:
    • Design and maintain staff performance management systems.
    • Manage performance appraisals and related outcomes like training and rewards.
  4. Payroll Management:
    • Compile accurate payroll data and ensure timely payment of staff emoluments.
  5. Human Resources Information Systems (HRIS):
    • Manage HRIS for efficient data storage, retrieval, and reporting.
  6. Policy Development:
    • Formulate and implement HR management and development policies.
    • Ensure adherence to industry trends, legislation, and employee health and safety standards.
  7. Training & Development:
    • Develop staff training programs aligned with UCSS’s capacity development objectives.
    • Conduct continuous training needs analysis.
  8. Administration Management:
    • Oversee procurement and logistics in coordination with relevant departments.
    • Manage office resources, facilities, security, and logistics effectively.
  9. Budgeting and Planning:
    • Provide input for the HR and administration department’s annual work plans and budgets.
    • Monitor departmental activities to align with organizational goals.

  • Leadership: Empowers teams to achieve objectives and build collaborative relationships.
  • Communication: Strong written and verbal communication skills, able to keep all stakeholders informed.

Qualifications and Experience:

  • Education:
    • Master’s degree in Business Administration, Human Resource Management, or a related field from a recognized university.
    • Postgraduate Diploma in Human Resource Management or recognized certifications in HR (e.g., CHRA, PHRI, CHRP).
    • Membership in a Professional HR Management Institute is an added advantage.
  • Skills & Experience:
    • Minimum of 8 years of experience in HR Management, with at least 4 years in a supervisory or managerial role.
    • Proficiency in HRIS, IT applications, and strong organizational, analytical, and communication skills.
