Human Resource Officer

Joint Clinical Research Centre (JCRC) is hiring a dynamic and detail-oriented Human Resource Officer to support the HR function in ensuring efficient implementation of HR policies, procedures, and best practices. The ideal candidate will play a key role in recruitment, records management, performance management, employee relations, payroll administration, and compliance with labour laws among others.
Reports to: Senior Human Resource Officer
Key Duties and Responsibilities:
- Assist in the recruitment and selection process, including job posting, shortlisting, interviews, and onboarding of new employees.
- Support the implementation of HR policies and ensure compliance with labour laws and organizational policies.
- Maintain and update employee records and HR databases for accuracy and confidentiality.
- Process and manage employee benefits, leave applications, and payroll-related data.
- Assist in training and development programs to enhance employee skills and productivity.
- Handle employee relations matters, including conflict resolution.
- Support performance management processes, including appraisals and goal-setting initiatives.
- Coordinate employee welfare programs and engagement activities.
- Ensure compliance with health and safety regulations within the workplace.
- Generate HR reports and analytics to support decision-making.
Qualifications, Skills and Experience:
- Bachelor’s degree in Human Resource Management, Business Administration, Industrial and Organizational Psychology, or a related field.
- Postgraduate Diploma in Human Resource Management is highly desirable.
- A minimum of four (4) years of relevant HR experience, preferably in a research, healthcare, or NGO setting.
- Knowledge and experience using Microsoft Dynamics NAV (Navision) is preferred.
- Familiarity with Ugandan labour laws and HR best practices.
- Strong organizational, interpersonal, and communication skills.
- Proficiency in Microsoft Office applications (Excel, Word, PowerPoint).
- High level of integrity, confidentiality, and professionalism.
