Job Title: Locum Data Clerk.

Reports to: Monitoring and Evaluation Officer

Supervisees: None

Available position: 04

Salary: As per the TASO Volunteer Policy

Duty Station: TASO Mulago CoE.

Job Purpose: To ensure effective management of the data at the Centre.

Key Results Areas

  • Project data entered in to TASO electronic databases in time
  • Routine data cleaning carried out.
  • Completeness and accuracy of data verified
  • Quality assurance in data management ensured.
  • Proper filling and storage of office data maintained.
  • Confidentiality of project information encouraged.

Key Duties and Responsibilities

  1. Verify completeness and accuracy of data forms brought for entry.
  2. Carry out prompt and accurate data entry of all Centre data-PWP, LTFU, OVC, SMC, Care and treatment data from static and outreach sites in to the TASO electronic data bases.
  3. Conduct data cleaning to ensure that quality data is produced
  4. Run routine reports as may be required by the Project Team.
  5. In close Liaison with the Assistant M & E Officer, routinely backup data entered in to the electronic data bases.
  6. Support completeness of MOH reporting by identifying gaps and addressing facility based reporting challenges as they occur.
  7. Ensure functionality of electronic data management systems.
  8. Perform data quality assessment before entry in to the system
  9. Maintain data entry requirements and standards by following data program SOPs.
  10. Ensure proper filling and storage of Office data both manually and electronically.
  11. Report database malfunctioning to the Assistant M & E Officer.
  12. Participate in the retrieval of information from the system as and when required.
  13. Perform all hard copy data filling and storage.
  14. Ensure confidentiality of the program data at all times.
  15. Any other duties as assigned by the supervisor.

PERSONNEL SPECIFICATIONS: Locum Data Clerk.

Minimum academic qualifications: Bachelor’s degree in Statistics, Quantitative Economics, Computer Science, Business Computing OR Information technology. A postgraduate Diploma in M & E will be an added advantage.

Additional Training Necessary: Training in M & Research methods and data collection.

Required Experience: 1 years’ experience in HIBRID/PIRS, KP Tracker and HMIS data entry.

Experience in a health setting with knowledge of managing PMTCT, HIV care and Treatment and HCT data is an added advantage.

Special knowledge:

Knowledge of statistical applications will be an added advantage

Ethical issues in data management

Rights of people living with HIV/AIDS

OVC Management

Knowledge of Uganda EMR.

Key Skills.

Computer Knowledge in database management, spreadsheet, email etc.

Skills in report writing

Familiar with public Health facilities and willing to serve in such settings.

Ability to maintain confidentiality

Good communication skills

Good records management skills.

Other Qualities/Attributes: Accuracy, Integrity, Confidentiality, Team Player and ability to work under mental and physical stress and Empathy.
