Job Title: Locum Monitoring & Evaluation Officer – Quality Improvement
Department: Monitoring, Evaluation and Learning.
Reports to: Monitoring, Evaluation and Learning Advisor and CQI Advisor.
Period: 6 Months
Directly Supervises: None.

Job Summary
The Monitoring and Evaluation Officer will provide technical support to clusters and health facility teams
to improve reporting of quality improvement initiatives at health facilities in Kigezi region. He/she will
work with the cluster team members, the health facility data clerks to effectively plan and coordinate
activities to build the capacity of site teams and partners to implement regional and national Quality
Improvement plans and strategies.

Duties and responsibilities

  • Collaboratively work with the M&E Officers to provide technical support to data clerks at health
    facilities to ensure quality and timely updating of the CQI database.
  • Work with cluster M&E Officers to facilitate implementation of capacity building through workshops and on the job trainings on HMIS strengthening, data collection and reporting and conducting data quality audits.
  • Facilitate the interpretation and use of quality improvement and M&E data, through the quarterly
    district level and routine facility level review meetings between the project, the district health team and health care workers.
  • Train, mentor and coach data clerks at health facilities to analyse and use CQI data extracted from
    different systems like CQI databases, EMR and PIRS to improve service quality.
  • Institutionalize use of the audit tool at district and site level to ensure planning and provision of
    all services for all clients.
  • Work with cluster M&E Officers to routinely review, analyze and share merged audit tools to guide focus areas to improve project performance.
  • Periodically analyze and share reporting rates and performance gaps for the different quality improvement collaboratives.
  • Conduct weekly reporting rates, checks and performance analysis for the AP3.
  • Participate in weekly, monthly, and quarterly program performance review meetings & provide
    technical guidance on change packages to improve performance for lagging indicators.
  • Work with cluster teams to coordinate implementation, merge and analysis of data from RCAs and client interviews.
  • Monitor and track all ongoing CQI initiatives and support to scale up working initiatives.
  • Periodically step-in/support clusters as an alternate Cluster M&E Officers.
  • Any other duties as per project demands and as assigned by the supervisor.

Qualifications and skills required

  • Bachelor’s degree in Statistics, Business Statistics, Public Health, epidemiology, Population Studies,
    Quantitative economics or another related field. Additional training, certificate or qualification in
    monitoring and evaluation (M&E) is an added advantage.
  • Minimum of 3 years of progressive experience in M&E and application of quality improvement approaches for public health projects.
  • Knowledge and experience with public health, especially HIV/AIDS, data management including
    data entry and cleaning, data analysis and reporting.
  • Strong understanding and demonstrated ability to use the USAID National QI databases, Integrated MOH QI database and use of audit tools.
  • Demonstrated practical understanding of Ministry of Health data systems (e.g UGEMR, HMIS, DHIS2, PIRS).
  • Computer proficiency in MS Excel, PowerPoint, MS Word, share point and competency in statistical and data analysis.
  • Excellent interpersonal, teamwork, mentoring, written and oral communication skills.
  • Familiarity with basic technology including managing virtual meetings using teams and zoom.
  • Ability to work independently with minimal supervision and work under pressure.
  • Demonstrated ability to manage time and meet strict deadlines.

The Centre was established to respond to the HIV/AIDS challenge which was at the peak by that time. At its inception, the centre was supported by a grant from the Ugandan Government that was used to renovate the initial building that housed the JCRC offices at Bulange, Mengo and provided the basic equipment to start work.
