Logistics Assistant

The Logistics Assistant is to ensure that all procurements, premises, assets, and stock activities are being executed according to GOAL and Donor guidelines.

Job Functions:
Fixed Assets
- Ensure that assets are well maintained in accordance with GOAL procedures.
- Assist in preparing donation reports and certificates for assets that are being disposed off.
- Ensure a physical check of inventory and assets is done bi-annually.
- Prepare Loss or damage report on assets in coordination with the Logistics Officer in Kampala
- Carry out the monthly physical asset count in coordination with the logistics manual
Stocks & Warehouse
- Ensure all stores management procedures and associated documents are in line with GOAL Logistics Manual
- Complete, for all movement of goods in and out the stores, all documentation according to the GOAL Logistics Manual.
- Goods Received
- Stock cards/bin cards
- Delivery documents and packing lists.
- Donation certificates
- Monitor the minimum stock levels if applicable and take action accordingly.
- Complete the monthly stock report and share with the Logistics Manager.
- Update all stock cards with all data (GRN, PO numbers etc.)
- Ensure Internal Requisition Forms (IRFs) are completed for all items requested from stores.
Premises
- Ensure external guard schedule is in place.
- Ensure regular health and safety checks are carried out and all healthy and safety equipment are in place.
- Ensure office is fumigated for pests regularly, there adequate security measures in place for the compounds, waste disposal system in place for all compounds, there an adequate water supply and appropriate visibility in place at all premises in accordance with donor and GOAL operational requirements.
- Develop and implement maintenance schedule for office Generator repairs.
- Follow up office repairs and maintenance and office in relation to plumbing, painting, basic electricity, carpentry, basic masonry and other technical work in coordination with the Logistics Officer.
Procurement/Purchasing duties.
- Responsible and accountable for all supply chain related activities with respect to the following tasks
- Receives purchase requests (PRs) from users and in consultation with the procurement manager, sends out enquiries or request for offer to potential suppliers.
- Receives offers/quotations from suppliers and prepare bid analysis for purchases and have all approvals completed according to the Procurement Chart.
- Ensures that each article purchased is as per GOAL procurement chart and an official purchase order placed according to the best price in proportion to quality.
- Ensures that purchases are done on timely manner in reference to Procurement chart lead times and update the OTS.
- Ensures that all purchased goods are delivered according to specification to the end customer and/or beneficiaries.
- Checks all invoices for logistics services against orders made by the programme.
- Ensures that staff adhere to all GOAL procurement procedures.
- Prepares all needed documents for Finance department, in order to obtain petty cash needed to purchase goods or supplies.
- Prepare payments of suppliers in a timely and accountable process and ensures that all necessary supporting documents are attached.
Criteria:
- A bachelor’s degree in business administration, Procurement, Supply Chain, or logistics management.
- Minimum of 2 years’ INGO experience in a similar position from a field setting.
- Knowledge of procurement, premises, stores, and assets management
- Good computer skills (Excel, email and Word.
- Fluent English and a local language.
- Good interpersonal communication skills.
- Interest in and ability to build capacity of people in the field.
