Lot 1 HSE Lead

True North Consult Ltd is hiring a Lot 1 HSE Lead responsible for ensuring health, safety, and environmental (HSE) compliance across the project by developing and implementing targeted HSE Improvement Plans. This role involves engaging with management, partners, and contractors, conducting HSE risk assessments, and ensuring all sites and offices are covered by robust and comprehensive HSE management plans.
Reports To: H&S Manager
Key Responsibilities
- Support EPcmC staff and contractors to ensure timely and budget-compliant delivery of the pipeline, AGI, MST facilities, and EITS infrastructure.
- Provide on-the-job training and coaching for local personnel, coordinating with training providers.
- Implement, promote, and enforce safe work practices across project sites.
- Communicate and mentor teams on Worley’s ‘Life’ and Zero Harm principles.
- Engage and communicate HSE responsibilities to project leadership and teams.
- Ensure the HSE organization and management systems operate effectively and remain compliant.
- Review and assess contractor HSE procedures, safety management plans (SMPs), safe work method statements (SWMS), and standard operating procedures (SOPs) to ensure compliance.
- Conduct HSE audits, compliance reviews, and inspections.
- Oversee and monitor HSE performance of 2nd & 3rd party inspection services.
- Expedite construction progress reports against agreed HSE KPIs.
- Maintain HSE compliance databases and audit records.
- Act as the lead representative for HSE system audits, both internally and externally.
- Participate in incident investigations, inspections, and assessments.
- Schedule HSE toolbox talks, safety moments, and training sessions for site teams.
- Manage surveillance and compliance reviews of contractors as per the agreed inspection and test plan (ITP).
- Ensure proper HSE documentation, including risk assessments, safety reports, and compliance records.
- Promote ethical and compliant work practices in a multicultural business environment.
- Mentor teams on HSE, ethics, and company ‘Code of Conduct’ policies.
Person Specification
Qualifications & Experience
- Education: Bachelor’s degree in HSE, Engineering, or a related field.
- Certifications: NEBOSH Diploma or equivalent HSE qualification.
- Experience:
- Minimum 5 years’ experience in an HSE role within the oil & gas industry.
- Experience in onshore pipeline construction and related facilities.
Key Competencies
- Strong understanding of safety compliance, risk controls, and site HSE hierarchy.
- Ability to identify and deliver key HSE objectives and project milestones.
- Proficiency in HSE strategy, risk analysis, and root cause analysis (RCA).
- Deep knowledge of permit-to-work (PTW) systems and approval controls.
- Excellent communication and leadership skills, with the ability to engage diverse teams.
- Experience in working with multicultural contractors and reporting on HSE performance.
- Proven ability to mentor, motivate, and manage staff effectively.
- Strong problem-solving skills and the ability to adapt to changing priorities.
- Proficiency in Assure, OMIE, Aconex, SharePoint, Adobe, and MS Office Suite (Word, Excel, PowerPoint, Visio).
