Manager Facilities & Production

Full-time

Petroleum Authority of Uganda (PAU) is hiring a Manager Facilities & Production will be responsible for coordinating the monitoring and regulation of oil and gas facilities planning, development, and utilization as well as production aspects on oil and gas, including the adequate measurement of produced hydrocarbons. He/she will be responsible for coordinating the regulatory assessment of the facilities designs, construction, and utilization, as well as the adherence of oil and gas measurement and metering to the applicable legislation and industry Best Practice.

Key Duties and Responsibilities:

  • Facilitate the review of petroleum production/processing facilities and metering aspects in submitted Field Development Plans and Petroleum Reservoir Reports.
  • Facilitate the evaluation of upstream petroleum production/processing facilities proposals and designs to achieve fit-for-purpose oil and gas facilities designs.
  • Coordinate the monitoring of the construction, operation, and maintenance of upstream petroleum production/processing infrastructure/facilities to ensure their optimal utilization
  • Evaluate the designs and coordinate the monitoring of the installation and operation of metering/measurement systems to ensure accurate measurement of produced petroleum
  • Facilitate the review of Annual Work Programs and budgets of licensees with production licenses related to petroleum production/processing facilities, production, and metering.
  • Facilitate the evaluation of wells productivity and injectivity to ensure optimal performance.
  • Facilitate the review of licensee application for Annual Production Permits
  • Facilitate the review of proposals for cessation of petroleum activities and decommissioning for upstream petroleum production/processing facilities and make recommendations thereof.
  • Undertake continuous performance assessment of staff under the Department Facilities and Production
  • Monitor Directorate approved activities to ensure compliance and management of any identified risks
  • Prepare work plans and budgets for the Facilities and Production Department as an input to the overall Directorate work plan and budget to ensure proper planning and implementation of the Directorate activities

Qualifications, Skills and Experience:

  • A Master’s Degree in Petroleum, Process, Chemical, Mechanical, Civil, Electrical or Oil and Gas Engineering or Petroleum Geosciences.
  • An Honors Bachelor’s Degree in chemical, process, mechanical, civil, petroleum or electrical engineering, or Physical sciences from an internationally recognized institution.
  • Membership in Society of Petroleum Engineers (SPE).

Required experience:

  • Seven (7) years of relevant work experience, of which three (3) years at supervisory level and five (5) years in the oil and gas industry
