M&E Officer

Full-time

Under the guidance of the Subprogram Manager, the M&E Officer’s primary responsibility is to assist project staff in the planning, coordinating, supervising, monitoring and evaluating of projects.

Main Duties & Responsibilities

Review and refine monitoring, evaluation & reporting tools for all projects in line with LWF Uganda M&E system and donor requirements.

Coordinate all aspects of project monitoring and reporting ensuring that data collected is of high quality, harmonized across all sub-programs and is produced on time.

Aggregate all qualitative and quantitative data from each project into one project status report- and submits the same to management within stipulated timeframes including monthly, quarterly, annual as well as feature reports.

Assist the Learning and Innovation, Grants Manager and Project Teams in designing, conducting and coordinating baselines, mid-term evaluations, end-line evaluations, Performance Quality Audits and annual project reviews.

Provide technical assistance and training on monitoring and data collection to Project teams in Kiryandongo sub programs.

Track data quality based on review of data generated by the M&E Field Teams through activity tracker, debriefs, researches/surveys or Audits to primary sources to ensure that data provided is accurate and authentic.

Collate reports, articles, case studies, best stories from the implementing teams for compilation into status reports.

Regularly update the Web based project monitoring, evaluation and reporting online system with project data and other information requirements and continually build the capacity of staff on the system.

Ensure that appropriate and harmonized systems are in place to track project implementation indicators, impact measurement and progress as required by the donors.

Oversee and update M&E activities included in the Work Plan, with particular focus on results, impact, best practices, lessons Learned, emerging issues and setbacks in implementation.

Undertake frequent visits to the field to support implementation of projects’ Monitoring & Evaluation related activities, identify and recommend best practices for adaptation and replication

Design and implement systems to identify, analyze, document and disseminate lessons learned for each project.

Consolidate a culture of lessons learning involving all project staff and allocates specific responsibilities.

Ensure that ToRs for consultants recruited for different projects also incorporate mechanisms to capture and share lessons learned through their inputs to the project.

Participate in the production of quarterly newsletters for the organization.

Work closely with the learning and innovation Manager, Grants Manager and Project Managers to map out project-specific strategic partnerships and engage with different stakeholders.

Attend different learning and sharing events as appropriate.

Perform any other official duties that may be assigned.

Education, Qualifications & Experience Required

Bachelor’s Degree in Statistics, Information Technology, Development Studies, Communications, Environmental Science, Public Health or any other relevant degree.

Post Graduate Diploma in Monitoring and Evaluation.

Minimum of 3 years practical experience in monitoring, evaluation and reporting.

Special Skills, Aptitude or Personality Requirements:

Well-developed Report Writing Skills; demonstrated experience in preparing project reports for diverse audiences including Project Management Teams, Community Stakeholders, Government & Donors

Naturally Analytical with a strong eye for compiling both qualitative and quantitative reports

Proven experience in partnering with Project Implementing Teams to ensure the Project Reporting needs are met

Excellent Interpersonal and Communication Skills with ability to make complex data simple to understand

Sound understanding of Project Management Cycle and support activities

Experience in Statistical Analysis Packages e.g., SPSS, STATA etc.

Good knowledge and Experience with non-spatial data analysis in SPSS
