Medical Director

The Medical Director (MD) is a country level position reporting to the Country Director (CD), overseeing all medical processes for OneWorld Health in Uganda. This position will plan, execute, and evaluate all activities related to healthcare service delivery in Uganda, strengthening policy and processes, conducting clinical audits, ensuring compliance, providing training, and supporting the CD to strategically guide the organization to achieve its goals. The job holder is expected to provide compelling and consistent medical leadership which creates clarity for all staff, building a sense of shared accountability for delivery of services. In addition to the following duties and responsibilities the MD will provide other activities in accordance with the needs of the organization.
DUTIES & RESPONSIBILITIES
Key Result 1: Provide technical leadership for all quality-of-care processes and procedures
• Ensure that clinical processes and procedures including documentation and reporting are standardized across all facilities.
• Design and manage an orientation process for medical staff to ensure all new employees are informed about approved clinical guidelines, processes, and procedures.
• Conduct regular visits to facilities to review compliance with quality-of-care standards, patient files and to mentor medical staff to ensure established protocols are followed.
• Support the health facility managers and medical service in-charges to ensure functionality of facility-level Quality Improvement Committees: provide guidance on meeting agendas, facilitate meetings, and advise and assure that quality improvement plans are carried out and evaluated.
• Lead an annual quality of care assessment process: Plan, coordinate and conduct site assessments, analyze and present results, and collaboratively develop facility-specific action plans to address gaps.
• Provide updates and reports to country leadership and U.S. CMO on quality performance metrics.
• Manage implementation of SafeCare Standards and other quality improvement initiatives with well defined, routinely collected quality indicators
• Oversee implementation of an EMR/EHR system across all facilities.
• Ensure quality of care during medical outreach missions, including advising on patient flow, case management, documentation and referral protocols.
• Routinely work in collaboration with both the clinical and operations staff, to monitor and evaluate the full spectrum of care and services provided to patients for quality, continuous improvement and patient satisfaction.
Key Result 2: Coordinate and strengthen continuing medical education for all medical staff.
• Oversee the development of a robust and dynamic CME program for all facilities informed by gaps identified/communicated during routine support visits.
• Contribute to refining and/or development of evidence-based training packages, manuals, job aids, curricula and other training materials.
• Provide leadership for innovations in CME through the use of simulation, small group and hands-on activities for effective delivery of training sessions to medical staff
• Work closely with the CD to identify and leverage external training opportunities for medical staff and work with administrative staff to identify candidates to participate
• Liaise with U.S. students and practitioners to provide recommendations and vet learning objectives and approaches prior to implementation.
• Compile and report on training hour information for all medical staff on a monthly basis.
Key Result 3: Oversee district and national compliance with Ministry of Health standards, licensing, procedures and epidemic preparedness and response
• Ensure awareness of and compliance with updated Ministry of Health policies, guidelines and protocols in all the health facilities
• Coordinate all communication with national Ministry of Health contacts including site visits
• Ensure all facilities acquire and maintain district and national-level licensing requirements and that new facilities/services are compliant with MoH regulations
• Manage the submission of all documentation required for temporary medical licenses for international providers and the importation of medical supplies and equipment
• Ensure functional information management systems are in place for all services and that patient records and facility registers are completed according to both OWH and MoH requirements.
• Work closely with the country team and national and district level structures to support epidemic preparedness and response activities in facilities
Key Result 4: Oversee medical supply and equipment procurement and maintenance
• Through supervision and coordination with the biomedical engineer and pharmacist, establish processes and procedures for staff managing procurement at each facility to ensure we purchase quality equipment and supplies, from reputable vendors, which meets the needs of each facility
• Work with medical staff to identify and prioritize procurement needs and integrate these needs into the budget process.
• Ensure that physical inventory counts are conducted on a monthly basis, and that systems are in place to safeguard against fraud and misconduct
• Advise on the procurement and management of medical team pharmaceutical and medical supply inventory.
Key Result 5: Support program development, delivery and performance
• Supervise, mentor and as technical/matrix manager contribute to appraisal all medical staff at management level
• Develop and produce reporting protocols to provide monthly, quarterly and annual medical reports, ensuring accuracy of data to conform to OWH and donor requirements
• Provide technical inputs and recommendations to support grant proposals, new project development and expansion of services, including recommendations on equipment and supplies, patient flow, MoH regulations, impact to staff, etc.
• Innovate healthcare delivery models utilizing updated, evidence-based, best practices in an effort to create a system that exemplifies medical care throughout the communities we serve.
• Provide support and maintain a competent and motivated team through constructive feedback, coaching and mentoring
• Provide feedback on research applications, integrate research projects to workflow, and provide ongoing oversight to research project implementation.
Key Result 6: Engage with and Strengthen External Partnerships for Medical Quality Improvement and Development
• Engage with both in-country and external academic and non-academic partners to strengthen efforts towards medical delivery improvement and development.
• Evaluate, support and oversee partner proposals for quality improvement and research development initiatives.
• Strategically advance OWH through networking in the Ugandan healthcare system
• Contribute to peer-reviewed publications and research initiatives to provide external validation of internal OWH processes and improvements.
QUALIFICATIONS, SKILLS, AND EXPERIENCE
• Medical Degree from a recognised Ugandan or foreign university.
• Post Graduate training in Health Care Quality and Patient Safety or Health Services Management or equivalent combination of training and experience.
• Current UMDPC license and membership in professional organizations in good standing.
• Significant clinical experience including experience as a clinical mentor.
• Experience in medical management or administration.
• Demonstrated knowledge of MoH guidelines and protocols.
• Proven experience in designing and delivering competency-based training; specific experience with neonatal and emergency medical care packages would be desirable.
• Experience working with foreign medical professionals, students & volunteers.
• Previous experience with NGOs and/or medical organizations is desirable.
• Excellent computer skills. As a minimum, this would include an advanced understanding of
