Monitoring Evaluation & Learning (MEL) Manager

The Monitoring Evaluation & Learning (MEL) Manager will provide leadership and manage the day-to-day oversight of activities in their respective regions for the BIU TLC project.
Reports to: Project Director
Location: Kampala, Uganda
Job Summary
The MEL Manager will coordinate the development and implementation of the BIU TLC project’s performance monitoring plan, ensuring continuous monitoring of activity progress according to TLC’s PMP. S/he will work closely with the MEL Officers and program staff to ensure timely data collection, processing, documentation, and dissemination relevant to the Project. The MEL Manager will support regional programs teams in identifying issues and improving overall project performance while supervising project knowledge management and regional MEL staff.
Key Job Responsibilities and Duties
- Ensure timely, high-quality data collection, entry, analysis, and reporting by Regional MEL teams and sub-partners.
- Manage documentation (electronic and non-electronic) of BIU TLC data.
- Provide training and guidance to the TLC project team on interpreting and using performance benchmarking measures and indicators.
- Ensure compliance with BIU procedures for collecting and reporting project performance data.
- Conduct coaching, mentorship, and support visits to regional staff and sub-partners to provide quality feedback on data use and indicator tracking.
Required Qualifications and Experience
- Education: Master’s degree in demography, statistics, social sciences, M&E/research, IT, or related degree.
- Experience: Minimum of 7 years of experience in a supervisory role on U.S. Government or other key donor-funded projects.

Required Qualifications and Experience
- Education: Bachelor’s degree in leadership, management, education, or social sciences.
- Experience: Minimum of 6 years of experience implementing USG-funded projects.
