Monitoring & Evaluation Specialist

Opportunity Bank is hiring a Monitoring & Evaluation Specialist to track Re-Fin program activities against the theory of change to improve the livelihoods of refugee and host communities through financial services, skills development, and market linkages. The role involves running standard survey tools, ensuring data quality control, and conducting project evaluations and data analysis.

Currently, we serve over 10 million families across more than 30 countries.

Opportunity Bank, in collaboration with Opportunity International, seeks a creative, agile, and results-driven individual for the position of Monitoring & Evaluation (M&E) Specialist.

Key Result Areas

1. Monitoring and Evaluation Strategy Implementation

  • Develop and oversee the implementation of the Re-Fin program’s Monitoring, Evaluation & Learning (ME&L) strategy across multiple donor projects in Uganda.
  • Analyze data collected by Opportunity Community Support Agents (CSAs) and conduct baseline and annual surveys for new CSA cohorts.
  • Execute the ME&L work plan, refining tool protocols and tracking progress.
  • Analyze data from CSAs, external evaluators, and project partners to generate insights for program reporting and adaptive management.
  • Collaborate with external learning partners conducting third-party evaluations.

2. Data Collection and Presentation

  • Utilize the Opportunity Ag Finance (Comcare) data management platform to develop and implement data collection tools.
  • Integrate existing data into the Comcare platform.
  • Train and build capacity within the local team on M&E tools and methodologies.
  • Guide and support CSAs in data collection and survey protocols.
  • Ensure all data collected meets quality standards, including timeliness, accuracy, validity, reliability, integrity, and completeness.
  • Use data to generate reports, visualizations, and dashboards showcasing program impact.

3. Project Activities

  • Provide technical support for project monitoring, including developing logframes, identifying key indicators, and designing M&E plans for grants in Uganda.
  • Organize and facilitate progress review meetings with program teams to assess activities, identify challenges, and propose solutions.
  • Document lessons learned, integrate findings into program activities, and contribute to best practice documentation.
  • Present quarterly impact dashboards in stakeholder meetings.
  • Contribute to the dissemination of program-wide impact findings.
  • Design and conduct surveys, focus group discussions, and key informant interviews.
  • Draft reports, client stories, and other outputs for donor reporting and broader dissemination.
