Officer Competition Affairs
Full-time
The Officer Competition Affairs will monitor and promote competitive practices within the communications sector, ensuring compliance with regulatory standards and fostering a fair marketplace for stakeholders.
Reports to: Senior Officer Licensing and Compliance
Key Duties and Responsibilities:
- Conduct market definition and dominance assessments to ensure a competitive industry landscape and perform compliance risk assessments to address potential market issues preemptively.
- Review and advise on operator agreements, ensuring compliance with competitive practices.
- Assist in developing and refining regulatory frameworks and guidelines to support fair competition.
- Support in the provision of licensing advisory services to ensure alignment with competition laws and policies.
- Execute field inspections, audits, and monitoring to ensure ongoing adherence to competition regulations.
- Participate in the development of defined frameworks, maintaining market integrity and relationships with licensees and other stakeholders to foster collaborative efforts towards fair competition.
- Provide support on projects related to mergers and acquisitions to assess their impact on market competition.
- Ensure quality of service (QoS) standards are upheld in line with competitive market requirements.
- Maintain flexibility to accommodate any other duties that may be assigned by the supervisor from time to time.

- Compliance rate with competition policies and regulations.
- Effectiveness of market analysis and risk assessments.
- Successful resolution of competition-related disputes.
- Completion of projects and assessments within deadlines.
Qualifications, Skills and Experience:
Education and Professional Qualifications
- Bachelor’s degree in Economics, Law, Business, or a related field.
Working Experience
- Minimum of two (2) years in a competitive analysis or regulatory role within the communications sector.
Skills, Knowledge and Abilities
Technical
- Strong analytical skills and attention to detail.
- Proficient in database management and reporting.
- Effective project management skills.
Behavioural
- Excellent negotiation and conflict resolution abilities.
- Ability to work independently and make sound judgments.
