Partnerships and Reporting Consultant

United Nations Children’s Fund (UNICEF) is hiring a Partnerships and Reporting Consultant for 8.5 months at P.3 level for international professionals only to support Resource Mobilization and quality donor reporting efforts, the UNICEF Uganda Country Office seeks to recruit a Partnerships and Reporting Consultant who will strengthen the Country Office capacity to produce quality donor reporting and support resource partnership management.

Under the direct supervision of the Resource Mobilization (RM) Specialist and the overall strategic guidance of the Deputy Representative Programmes and the Communication, Advocacy, Resource Mobilization and Partnership Chief, the Partnership and Reporting Consultant will contribute to meet critical partnership and donor reporting benchmarks, including UNICEF Uganda annual fundraising targets.

All work will be done in compliance with UNICEF’s global and in-country priorities. The Consultant is expected to deliver critical tasks in alignment with UNICEF’s global standards and guidelines, and according to the global and local framework agreements, standards and guidelines of the resource partners.

Background:

Resource Mobilization (RM) management is a critical function for the UNICEF Uganda Country Office as it ensures that quality and timely resources are available to implement its Country Programme, both in development and humanitarian contexts.

UNICEF Uganda Country Office manages partnerships with more than 50 public and private sector resource partners. Timely and quality donor reporting is corporate accountability and a key indicator for all UNICEF Country Offices.

UNICEF Uganda’s current Country Programme is in its last year of implementation.  The total approved budget is US$290 million. US$193.8M is the Country Office’s ORR five-year Resource Mobilization (RM) target, with an annual objective of approximately $38 million. A challenging aid environment has hampered resource generation.

 

During the current Country Programme Document (CPD) programming cycle, UNICEF Uganda Country Office has been able to generate only 60 per cent of this amount. For 2025, the funding gap is significant and requires concerted and strong efforts both at strategic and technical levels.

In 2025 UNICEF Uganda Country Office is also finalizing its new Country Programme Document (CPD) which could require additional efforts to support planning for the roll-out of UNICEF Country Office Resource Mobilization Strategy and Action plan.

 

The UNICEF Uganda Country Office is currently also responding to significant public health emergencies – a Sudan Evola Virus outbreak within a declared corporate L2 emergency response and the Mpox response – which have significantly increased the Resource Mobilization and donor reporting work.

 

Key Duties and Responsibilities:

Production of Donor Reports and Proposals

  • Collaborate with Programme Section Heads and Output Managers to compile, draft, and finalize high-quality donor reports, concept notes, and funding proposals.
  • Coordinate editing, layout, and timely dissemination of donor communication products.

Contractual Agreements and Compliance Support

  • Review draft partnership agreements and related documentation to ensure alignment with UNICEF’s global framework agreements and compliance with rules and regulations.
  • Provide technical input to reduce transaction costs in agreement processes.

Maintenance of Reporting and Resource Mobilization Tools

  • Regularly update and disseminate donor reporting calendars, funding trackers, and resource mobilization monitoring tools.
  • Ensure timely alerts on reporting deadlines and funding status to relevant teams.

Donor Intelligence and Strategic Engagement

  • Monitor donor priorities and funding trends; maintain up-to-date partner profiles to inform strategic engagement.
  • Ensure reporting aligns with donor interests and tailored communication materials are developed.

Coordination with PME and Budget Teams

  • Support integration of financial data and narrative reporting, ensuring proper utilization and reporting of donor funds.
  • Prepare required documentation for internal systems and funding utilization reports.

Capacity Building and Knowledge Sharing

  • Facilitate training sessions and workshops for staff on results-based reporting, proposal writing, and donor compliance.

Support for Resource Mobilization Events and Visits

  • Assist in planning and coordination of field visits, donor meetings, and visibility initiatives.

Donor Intelligence and Strategic Engagement
  • Quarterly donor intelligence briefs and updated partner profiles.
    Timeline: April 2025 – 30 December 2025
    Weight: 10%
Coordination with PME and Budget Teams
  • Monthly financial reporting coordination and submission of required internal documentation.
    Timeline: Monthly
    Weight: 20%
Capacity Building and Knowledge Sharing
  • At least 2 capacity-building sessions conducted during the contract period.
    Timeline: As per opportunity

Support for Resource Mobilization Events and Visits
  • Support at least 2 donor visits or events, with briefing kits and reports prepared.

Qualifications, Skills and Experience:  To qualify as an advocate for every child you will have…

  • Advanced university degree in Social Sciences, Development Studies, Communication, International Relations or related field. A combination of a first degree and relevant work experience may be accepted in lieu of an advanced university degree.
  • A minimum of five years of professional experience in one or more of the following areas is required: Resource Mobilization and partnerships, external/donor relations, corporate reporting, communications, or other relevant area.
  • Relevant experience in a UN system, especially UNICEF, other international development agency or organization in developing country contexts is considered as an asset.
  • Proven track record of fundraising and corporate/donor reporting with institutional donors and private sector and background in development and humanitarian programming.
  • English fluency with strong presentation and written communication skills including technical writing with the ability to run extended financial data analysis and visualization.
  • Knowledge of another UN language an asset.
