Planning Officer (Monitoring and Evaluation)

Uganda Railways Corporation (URC) is hiring a Planning Officer (Monitoring and Evaluation) to support URC’s strategic planning and performance tracking by designing and implementing monitoring and evaluation (M&E) frameworks. This role ensures that URC’s projects and operations align with its goals, providing data-driven insights to improve efficiency and achieve sustainable growth in railway transport services.

Key Duties and Responsibilities

Planning and Framework Development
-
Assist in developing URC’s strategic and operational plans, incorporating measurable objectives and timelines.

Design M&E frameworks to track progress on projects, such as railway rehabilitation or fleet expansion.

Monitoring and Data Collection
-
Monitor the implementation of URC projects and programs, collecting data on key performance indicators (KPIs).

Conduct field visits to project sites to verify progress and identify challenges.

Evaluation and Analysis

Evaluate the impact and effectiveness of URC initiatives, analyzing data to assess outcomes against targets.

Prepare analytical reports with recommendations for improving performance and resource allocation.

Reporting

Compile and present regular M&E reports to management, highlighting achievements, gaps, and areas for improvement.

Support the preparation of annual performance reports for submission to stakeholders, including government bodies.

Stakeholder Collaboration

Work with departments and external partners (e.g., contractors, donors) to ensure accurate data reporting and alignment with URC goals.

Participate in planning meetings to integrate M&E findings into decision-making.

Capacity Building
-
Train staff on M&E tools and methodologies to enhance data quality and reporting across the organization.

Promote a culture of accountability and continuous improvement within URC.

Qualifications and Experience
-
Education:
-
A Bachelor’s degree in Economics, Statistics, Development Studies, Monitoring and Evaluation, or a related field from a recognized institution.

A postgraduate qualification in M&E or project management is an added advantage.

Experience:
-
At least five (5) years of experience in monitoring and evaluation, preferably in a transport or public sector organization.

Experience with data analysis and reporting tools is required.

Skills:
-
Proficiency in statistical software (e.g., SPSS, Excel) and M&E methodologies.

Strong analytical, organizational, and communication skills.

Ability to interpret complex data and present it clearly to diverse audiences.
