Planning Officer (Monitoring and Evaluation)

Uganda Railways Corporation (URC) is hiring a Planning Officer (Monitoring and Evaluation) to support URC’s strategic planning and performance tracking by designing and implementing monitoring and evaluation (M&E) frameworks. This role ensures that URC’s projects and operations align with its goals, providing data-driven insights to improve efficiency and achieve sustainable growth in railway transport services.

Reports to: Head of Planning and Business Development
Location: Kampala, Uganda
Employment Type: Full-time, Contract Basis (3 years, renewable subject to satisfactory performance)

Key Duties and Responsibilities

Planning and Framework Development
- Assist in developing URC’s strategic and operational plans, incorporating measurable objectives and timelines.
- Design M&E frameworks to track progress on projects, such as railway rehabilitation or fleet expansion.
Monitoring and Data Collection
- Monitor the implementation of URC projects and programs, collecting data on key performance indicators (KPIs).
- Conduct field visits to project sites to verify progress and identify challenges.
Evaluation and Analysis
- Evaluate the impact and effectiveness of URC initiatives, analyzing data to assess outcomes against targets.
- Prepare analytical reports with recommendations for improving performance and resource allocation.
Reporting
- Compile and present regular M&E reports to management, highlighting achievements, gaps, and areas for improvement.
- Support the preparation of annual performance reports for submission to stakeholders, including government bodies.
Stakeholder Collaboration
- Work with departments and external partners (e.g., contractors, donors) to ensure accurate data reporting and alignment with URC goals.
- Participate in planning meetings to integrate M&E findings into decision-making.
Capacity Building
- Train staff on M&E tools and methodologies to enhance data quality and reporting across the organization.
- Promote a culture of accountability and continuous improvement within URC.

Qualifications and Experience

Education:
- A Bachelor’s degree in Economics, Statistics, Development Studies, Monitoring and Evaluation, or a related field from a recognized institution.
- A postgraduate qualification in M&E or project management is an added advantage.
Experience:
- At least five (5) years of experience in monitoring and evaluation, preferably in a transport or public sector organization.
- Experience with data analysis and reporting tools is required.
Skills:
- Proficiency in statistical software (e.g., SPSS, Excel) and M&E methodologies.
- Strong analytical, organizational, and communication skills.
- Ability to interpret complex data and present it clearly to diverse audiences.
