The purpose of the Procurement Manager is to ensure compliance and value for money through the efficient and effective procurement of goods and services, supporting MSUG’s service delivery channels and operations countrywide. The incumbent manages key organizational risks by developing and enforcing policies, strategies, and systems for cost-effective, donor-compliant, high-quality, and timely delivery of all procurement and logistics for MSUG. As the key representative of MSUG to external service and product suppliers, the individual also deputizes for the Head Procurement & Logistics as required.
Key Responsibilities
Procurement Policy & Procedures Implementation
- Manage preferred supplier procurement process in a fraud-free manner and environment.
- Execute vendor performance management.
- Develop and implement strategies, systems, and procedures to enhance risk management, efficiencies, and value for money.
- Develop an Annual Master Procurement Plan to manage organizational spending effectively.
Asset and Database Management
- Ensure proper asset valuation and disposal management.
- Develop and maintain a specification database to ensure the procurement of quality and cost-effective goods, medicines, and medical sundries.
- Conduct prequalification exercises biennially to maintain a current supplier database and ensure compliance with local and MSI policies.
- Maintain an up-to-date price database for procured goods, services, and works.
Reporting and Communication
- Prepare monthly procurement reports for risk management, strategic decisions, and vendor performance assessments.
- Advise procurement committees and ensure coordination for submissions regarding procurement and disposal requirements.
- Communicate agreed processes and conduct training as needed.
Leadership and Team Management
- Provide inspirational leadership to build a motivated, trusted team while fostering individual and collective strengths.
- Supervise day-to-day planning, accountability, and coordination between procurement, fleet, warehouse, finance, and program teams.
- Conduct performance reviews and nurture skill development across the team.

Qualifications and Training
- Advanced degree in Procurement, Supply Chain Management, Business Administration, Commerce, Economics, or related field.
- At least 5 years of experience in procurement, supply chain services, logistics, and asset management.
- CIPS certification is highly desirable.
- Proficiency in computer applications and fluency in English.
