Procurement Officer
Contract
Position Overview:
The Procurement Officer will be responsible for managing the procurement function in Uganda, ensuring compliance with procurement policies, donor requirements, and best practices. The role includes capacity building, supporting procurement activities, and ensuring adherence to all relevant procedures.
Key Responsibilities:
- Lead the bi-annual identification and review of service providers, negotiate, and prepare service level agreements with suppliers.
- Collaborate with User Departments to gather information for procurement plans.
- Oversee major procurement processes for goods and services above $10,000, including bidding, document preparation, and selection.
- Coordinate procurement committee meetings and assist in preparing annual procurement plans.
- Manage asset disposal processes and fuel utilization tracking.
- Conduct risk assessments for security and manage risk portfolios across all premises.
- Support the provision of procurement services across the AKFU organization.
- Ensure best practice in procurement, including cost efficiency, supplier management, and compliance.
- Source supplies, place orders, compare costs, and evaluate the quality and suitability of goods and services.
- Communicate with vendors and assist in determining purchasing needs and specifications.
Required Skills & Qualifications:
- University degree in Procurement, Logistics, Supply Chain Management, or a related field.
- Postgraduate qualifications or professional certifications are desirable.
- Minimum of five (5) years of experience in procurement within an NGO or private sector, with at least 1 year in a senior role.
- Proven experience in managing procurement within a strict compliance environment.
- Strong analytical, organizational, interpersonal, negotiation, and problem-solving skills.
- Ability to work collaboratively with teams across multiple geographies.
- Capable of managing multiple activities simultaneously, with attention to detail and strong communication skills.
- Proficiency with Microsoft Office (Word, PowerPoint, Excel) and other digital platforms.
- Adherence to the Aga Khan Foundation’s values, safeguarding policy, and procurement procedures.
- Must be honest, ethical, and committed to reliability and trustworthiness.
- Must know how to drive and be a Ugandan citizen.
