Established by Clarke International University (CIU), Laboremus Uganda Ltd, Fontes Foundation, and Youth With A Mission UK, Refactory aims to empower young people with the skills needed for employment in the tech sector.

Position Overview:
The Program Officer will support the implementation, coordination, and monitoring of Refactory’s skilling programs targeting Persons with Disabilities (PWDs). The role involves managing program activities, engaging with stakeholders, and ensuring effective delivery of services to empower PWDs with essential technological skills for their socioeconomic integration and empowerment.

 

Key Responsibilities:

1. Program Implementation

  • Develop detailed implementation plans in line with program objectives and donor requirements.
  • Coordinate program activities, including training sessions, workshops, and mentorship programs, ensuring timely and quality delivery.
  • Collaborate with partner organizations, trainers, and mentors to facilitate program implementation and maximize impact.

2. Stakeholder Engagement

  • Build and maintain relationships with PWD communities, local authorities, NGOs, and other stakeholders involved in PWD support and integration.
  • Plan and oversee outreach activities to promote the program and engage potential participants from PWD populations.
  • Provide regular updates and reports to stakeholders on program progress, achievements, and challenges.

3. Participant Support

  • Provide guidance and support to PWD participants throughout their engagement with the program.
  • Conduct needs assessments and develop individualized support plans to address participants’ educational, social, and psychosocial needs.
  • Coordinate with partner organizations to offer additional services such as language classes, career counseling, and job placement support.

4. Monitoring and Evaluation

  • Support the monitoring and evaluation teams to maintain frameworks to track program outcomes and assess impact regarding participants with disabilities.
  • Collect and analyze data on participant progress, skills acquisition, and program effectiveness.
  • Use evaluation findings to identify areas for improvement and recommend program adjustments.

5. Documentation and Reporting

  • Maintain accurate records of program activities, participant data, and other relevant information to be used in program evaluation regarding participants with disabilities.
  • Support the programs team to ensure compliance with reporting requirements outlined in grant agreements and funding contracts with regard to participants with disabilities.

6. Capacity Building

  • Facilitate training sessions and workshops on program management, PWD rights, cultural sensitivity, and other relevant topics for staff, facilitators, and volunteers.
  • Make recommendations to the management team on mentorship and professional development opportunities to build the skills and capacity of program team members.

Qualifications and Experience:

  • Bachelor’s degree in Social Sciences, International Development, Education, or a related field.
  • At least 3 years of experience in program management, preferably in PWD assistance, education, or community development.
  • Knowledge of PWD issues, migration dynamics, and humanitarian principles.
  • Experience working with diverse populations, particularly PWDs, and understanding of their unique challenges and vulnerabilities.
  • Strong project management skills, including planning, coordination, budgeting, and reporting.
  • Excellent communication, interpersonal, and cross-cultural skills.
  • Ability to work effectively in a multicultural and interdisciplinary team environment.
  • Proficiency in relevant computer applications and data management systems.

Reporting Structure:
The Program Officer will report to the Head of Programs and work in close collaboration with Program Leads.
