BACKGROUND:
About UNCDA: Uganda Non-Communicable Diseases Alliance (UNCDA) is a leader in CSO’s response
to NCDs challenge in Uganda. UNCDA is an umbrella organization of NCDs specific organizations,
including; Cancer, Diabetes, Heart among others. The alliance was founded in 2010 as a response to the
global NCD epidemic which was especially striking hard in low- and middle-income countries. The
UNCDA member organizations work together in the alliance to create synergies and to avoid duplications
in the combat of NCDs. The Alliance is registered with a permit by the National NGO Bureau as a National NGO with a Board of Directors. UNCDA implements project activities spread across Uganda in branches at district level. Currently the Alliance has eleven (11) branches and Kampala. The branches are; Arua, Gulu, Nakasongola, Mubende/Kassanda, Kasese, Sheema, Luuka, Tororo, Serere and Amuria.
UNCDA has entered a partnership with the International Cancer Institute (ICI) of Kenya to implement the Blue Print Project in three (3) Districts (Sheema, Mbarara and Bushenyi) in Western Uganda. This is a two- year project that will initially be piloted for one year.
About ICI: Is a Non-governmental, Not-for-Profit Organization based in Eldoret, Kenya whose main
purpose is to expand education and training opportunities in cancer care, education and research across
Sub-Saharan Africa through multi-sectoral collaborations and partnerships with both governmental and
non-governmental organizations. ICI is committed to excellence in research, dynamic partnerships
between our collaborating centres, laboratories and clinics, robust outreach and education throughout sub-Saharan Africa, and engaging in outstanding education and training programs for future cancer scientists and clinicians.

With the funding from ICI, UNCDA seeks to recruit a Project Coordinator to support the two Organizations in partnership to implement the Blue Print project in Western Uganda; the project’s aim is to strengthen community awareness and screening for diabetes and hypertension integrating breast, cervical and prostate cancers in 10 districts of Western Uganda.
Job purpose: The key purpose of this position is to support the Uganda NCD Alliance/ICI partnership to implement the Blue print Project in Western Uganda and strengthen coordination of UNCDA branch
activities in Western Uganda in line with UNCDA Vision and Mission
Reporting line: The Project Coordinator will report to the UNCDA Program Manager. She/he will be
responsible for project Assistants, Branch teams and other program-based volunteers, interns and part time personnel attached to programs.
Contract Duration: One (1) year contract, renewable based on performance and availability of funds

KEY RESPONSIBILITIES.

The major responsibilities for the Project Assistant are as follows:
1. Project implementation and Oversight:
– Coordinate implementation of UNCDA/ICI Blue print project and oversee effective implementation of UNCDA program activities in all branches in Western Uganda
– Coordinate NCDs screening and Awareness raising at Health facility and within the Community
– Support branch teams carry out branch-based activities within their specific branches
– Provide NCDs updates to guide project implementation.
– Ensure effective communication between and within district teams and UNCDA Secretariat.
– Take leadership for the Blue Print project and other UNCDA supported projects.
– Work with the UNCDA branch team and partners to identify NCDs needs and funding opportunities for the branch (es).
– Receive, compile and submit project reports including Activity, Monthly and quarterly
2. Staff Management
– Manage branch teams in Sheema and surrounding UNCDA branches in Western Uganda.
– Support the Program Manager as required, to capacity-build branch teams and identify training needs within the branches and project teams.
3. Representation of UNCDA
– Attend meetings and webinars on behalf of UNCDA, sharing notes and learnings with UNCDA secretariat.
– Attend NCDs meetings within the districts or and as needed.
– Represent UNCDA in interactions with current and potential National and District health partners
focussing on the NCDs agenda, clearly communicating our work, NCDs prevention and control philosophy and culture.
4. Clinical Expertise
– Assist UNCDA Program Manager to establish and prioritise NCDs clinical needs within the operational areas
– Provide guidance to UNCDA branch teams, UNCDA staff and volunteers regarding clinical questions when necessary.
– Work in close collaboration with ICI partners (based in Kenya) for a medical and clinical advisory service, equipment procurement, in collaboration with UNCDA and Ministry of Health.

QUALIFICATIONS AND EXPERIENCE
– Must hold a diploma in any clinical-related field (Nurse/midwife or Clinical Officer) and a bachelor’s degree in Public Health, Administration and Management, or related field.
– At least three years’ experience working with projects.
– Proven track record in programmes operations.
– Possession of basic knowledge and skills in Monitoring and Evaluation is an added advantage
– Experience in None communicable Diseases, community health services and programs is an asset
– Fluency in Runyakitara (particularly Runyankole-Rukiga) or any Bantu Language and English.
COMPETENCIES
– Strong leadership qualities with demonstrated ability to motivate teams.

– Ability to delegate to multitask.
– Proven track record in establishing and developing positive relationships with a wide range of stakeholders at operational level
– Basic skills and knowledge in project management and experience and process improvement
– Clarity in written and oral communication skills with ability to initiate and execute communications in a timely manner
– Experience in preparing and managing operational budgets.
– Interest, passion and commitment to social justice and community development.
– Ability to organize and set clear targets for tasks and deliverables, work and deliver effectively
under pressure.
– Proven knowledge, skills and experience in computer applications: Ms Word, MS power point,
spreadsheets and other data management computer applications.
– Ability and willingness to initiate manager online communications such as zoom, teams, google
meet, WhatsApp, teleconferencing etc.
– Have an ability to produce outstanding work to a deadline.
Salary: Negotiable relative to qualification, experience and salary history of the applicant.
