Project Finance Officer at Oxfam

Full-time

The Project Finance Officer at Oxfam will provide for the financial aspects of the project portfolios, the implementation and monitoring of the financial aspects of assigned projects, the management of the financial risks and opportunities, and to provide for the appraisal and analysis of the necessary financial aspects of proposals and reports for back-donors.

Key responsibilities

  • Checks and appraises the financial aspects of specific projects on internal and external risks and opportunities; communicates on the findings with the program officer and counterparts and makes proposal on the (method of) financing.
  • Checks and appraises the financial reports and audits of counterparts; communicates on the findings with the program officer and counterparts, and where necessary makes proposals for follow-up.
  • Checks and appraises together with the program officer the organizational structure, the (financial administrative) capacity and the used management systems of the counterparts. If necessary, makes proposals to counterparts and/or works out ideas for their improvement and strengthening.
  • Contributes to the drawing up and implementation of the annual (partner) contract and makes proposals in this regard for approval and spending targets. Monitors periodically the approvals, spending and performance at country level and revises the (financial) planning where necessary. Records this in the management information systems.
  • Signals national developments and contributes to financial management/policy (such as the quality of audits, opportunities for getting advice in the financial area and the quality of financial traffic).
  • Draws up the budget for (externally funded) project proposals on the basis of the intended project activities. When a project is approved: prepares the financial management reports in line with the standards of the back-donor(s), including a (first) analysis, and submits them to the project leader for his/her approval.
  • Managing and updating project information in SAP. Monitor project expenditure and in collaboration with the donor accountant helps in preparation of donor financial reports
  • Identify partner administrative capacity gaps and work with them to address appropriate capacity gaps.
  • Facilitate and/ or organize training to partners to meet outstanding financial management practices and other system requirements.
  • Oversee a tracking system to monitor and measure growth and share proactively with the Voice country team.

Who are we looking for?

Of course, you have at least two (5) years of experience in a Project Finance Officer  and understanding of all core financial management activities, including accounts payable, cash management, budget development, statutory requirements in NGO setting. You hold a Bachelor’s degree in Accounting, financial management, commerce, economics or related field or any related discipline. You have strong organization and problem solving skills, you are able to maintain and keep track of tasks, and you know how to prioritize work. You are confident in your tasks and can carry them forward to the team for the purpose of improvement. Additionally, you recognize yourself in the following description: Customer and results orientation, Planning and organization skills, Computer literacy, and are conversant with Ms Word and Excel packages. You have effective oral and written communication skills. You have a pleasant and courteous personality, possess initiative and able to work with minimum supervision.
