The Safeguarding Officer will be the first point of contact to receive all concerns/cases that involve Alight and its staff from Alight Clients. He/She will support with the day-to-day safeguarding concerns and handle all investigations of the client cases and share reports with the HR Coordinator for action.
Key Duties & Responsibilities
Safeguarding prevention
- In consultation with all levels of the organization, especially HR departments and PSEA/CP focal points, support the process of improving prevention of SEA through HR policy and practices, including PSEA/CP standards into induction materials and training courses for ALIGHT employees and related personnel; reinforcing PSEA/CP standards from the job description to final recruitment stage and performance management; and overall in systems development to ensure ALIGHT does not rehire or redeploy or provide references for those found responsible for SEA.
- Provide HR related Support in the key generic Human Resources functions as guided by the Human Resources coordinator which would include but not limited to; Participation in recruitment process, performance management process, staff welfare and any other HR related duties as assigned to you.
Induction and Training:
- Working closely with the HR team provide guidance through training in the roll out of education programs and support PSEA/CP focal points and members in the development of awareness raising, sensitization, communication and training resources go new and existing staff as needed.
- Conduct inductions and ongoing capacity building of program staff in general safeguarding/PSEAH issues, through formal training and refresher sessions.
- Conduct safeguarding/PSEAH training for suppliers/vendors/contractors and ALIGHT partners.
- Conduct safeguarding/PSEAH induction of locally recruited staff within 30 days of employment and ensure they understand and commit to policies and procedures related to safeguarding/PSEAH. Ensure that this is documented and reported to the Humna Resources Coordinator on a monthly basis.
- In collaboration with PSEAH focal point persons and program leads, conduct community meetings to raise awareness on safeguarding and the expected behaviours of ALIGHT and Partner staff. Communities should be informed on ways they can report safeguarding cases.
- Create and maintain a PSEA/CP resource tool (e.g. wiki) to ensure systematic education of ALIGHT Staff and related Personnel to prevent and empower them to respond to SEA other related code of conduct.
- In coordination with the HR unit colleagues, lead all new staff trainings/induction and refreshers on the PSEA policy as scheduled in the HR plans for all Alight.
Investigation and Reporting:
- Coordinate with management, the development of strategies, systems and procedures to respond to SEA, including integrating already existing complaint mechanisms and identifying additional complaint channels, supporting management with guidance on best practice community-based complaints mechanisms, and supporting the management in developing investigative capacity and standards in victim/survivor assistance.
- In coordination with the line Manager work to have in place effective and consistent monitoring and evaluation mechanisms for PSEA/CP.
- In coordination with the HR coordinator and other colleagues to conduct investigations and act as the resource person to help source tools, resources and provide any relevant guidance to ensure timely closure of the cases that are under investigation.
- Receive safeguarding reports/ concerns and ensure that appropriate steps are taken to address them. Ensure that all concerns and reports are promptly investigated and concluded.
- Coordinate all FRRM related cases that come to management that has Alight staff facing for timely handling and closure.
Requirements
- Bachelors Degree in Human Resources, Sociology, Gender and Women’s Studies, Development Studies, International Development, Human Rights or related field.
- At least 3-5 years relevant safeguarding/protection experience in the development or humanitarian sector
- Fluency in English and Swahili is required.
- Demonstrable interest in working to prevent Sexual Exploitation and Abuse.
- Demonstrable understanding of power relations.
- Excellent presentation and training skills
- Fully proficient in the use of MS Office with advanced experience of Word and Excel
- Skilled in using different design software to create tools and resources, such as posters, flyers, infographics etc.
- Ability to work collaboratively with a wide range of stakeholders.
