Security Coordinator

Full-time

The Security Coordinator will handle all aspects of security for EACOP Corporate and Regional Offices, as well as addressing community security concerns in areas affected by pipeline construction. The role involves close coordination with Government Security Forces (GSF) and local communities to ensure compliance with national and international security standards, including VPSHR and the ISPS Code.

Reports to: Security Manager
Location: Based in Kampala with over 50% fieldwork

Mission:
The EACOP UG Corporate and Community Security Coordinator will be responsible for overseeing the security of EACOP offices and field activities related to the construction of the 1,445 km crude oil pipeline from Hoima, Uganda, to Tanga, Tanzania. The role includes liaising with affected communities, working with Security Forces, conducting security risk assessments, and ensuring the effective implementation of security policies during the construction phase.

Key Responsibilities:

  1. General Security Duties:
    • Liaise with affected communities to address security concerns.
    • Coordinate with Security Forces regarding corporate offices, fly camps, and community security concerns during construction.
    • Conduct daily security analysis, reporting, and action planning.
    • Command and control security contractors’ performances at EACOP office sites, camps, and headquarters.
    • Provide security induction to staff and maintain employee induction records.
    • Ensure compliance with national and international security regulations.
    • Write and update security procedures, instructions, and briefings.
    • Participate in emergency response and crisis management activities.
  2. Specific Security Duties:
    • Conduct Security Risk Assessments (SRA) for EACOP office sites, camps, and headquarters.
    • Investigate security incidents and ensure prompt resolution.
    • Develop and maintain security plans and Standard Operating Procedures (SOPs).
    • Address community security concerns and ensure they are reflected in security assessments and plans.
    • Conduct periodic audits of security systems across EACOP offices and sites.

Accountabilities:

  • Ensure the effective implementation of EACOP security policies.
  • Develop and maintain trustful relationships with Government Security Forces and local communities along the pipeline.
  • Provide timely and accurate security reports.
  • Follow up on security events and ensure action plans are effectively implemented.

Person Specification:
Education & Experience:

  • Higher National Diploma or equivalent professional experience.
  • Minimum 10 years of experience in corporate security supervision, preferably in the Oil & Gas sector.
  • Knowledge of security standards (VPSHR, ISPS Code, ISO 18788) is required.
  • Fluent in English (written and spoken).
  • Strong computer skills (MS Office).
  • Clean police record and valid driving license.

Profile:

  • Ability to work independently and travel to remote areas within Uganda.
  • Prior military or law enforcement experience is highly desirable.
  • Strong sense of responsibility, communication, and observation skills.
  • Ability to work in a multicultural, international project team.
