Main Purpose of the Job

The Senior Environment Assessment Officer supports the effective management of the Environment and Social Assessment (ESIA) program at the Authority. This position is crucial for ensuring that environmental and social assessments are conducted in line with national and international standards, as well as for promoting sustainable environmental practices in Uganda.

 

Duties and Responsibilities

  1. Contribute to the development and implementation of work plans and budgets for the Environment and Social Assessment program.
  2. Undertake Environment and Social Impact Assessments (ESIAs) and Strategic Environmental Assessments (SEAs).
  3. Advise the supervisor on procedures, guidelines, and protocols regarding the conduct and review of ESIAs.
  4. Support lead agency participation in the review of ESIAs.
  5. Facilitate capacity-building activities for ESIA at all levels in Uganda.
  6. Contribute to the development of national policy guidelines for ESIAs and SEAs.
  7. Effectively manage the development and management of the ESIA and SEA information system as part of the overall Environment Information Management System.
  8. Promote and support applied research on best environmental practices.
  9. Supervise, mentor, and appraise staff in the department.
  10. Perform any other official duties as may be assigned by the supervisor.

Person Specifications

Qualifications

  • Honors Bachelor’s Degree in Environmental and Natural Resources Management, Natural Sciences, or Environmental Engineering.
  • A Master’s Degree in the relevant field (Environmental and Natural Resources Management or Environmental Engineering).
  • Training in Environmental and Social Impact Assessment (ESIA).
  • Training in Geographical Information System (GIS) and Remote Sensing.

Experience

  • At least three (3) years of relevant professional experience in environment and social assessments in a reputable organization.

Competencies and Skills

  • Strong leadership, team-building, and supervision skills.
  • Excellent interpersonal, communication, and negotiation skills.
  • Knowledge of conservation planning and mitigation hierarchy.
  • Scholarly writing and publication skills.
  • Excellent analytical and presentation skills.
  • Experience in financial and human resource management.
  • Proficiency in report writing and resource mobilization.
  • Strong risk management and information communication technology (ICT) skills.
