Senior Finance Officer

Under the line management of the IMPACT Country Representative, the Senior Finance Officer is responsible for working with the IMPACT regional finance officer, IMPACT HQ finance control unit and ACTED finance department in Sudan and Uganda on behalf of IMPACT/REACH to facilitate all financial responsibilities of the different teams.

Objectives
• Act as the primary focal point for all finance-related needs for IMPACT Sudan, liaising with IMPACT and ACTED departments regularly.
• Lead the country mission in the preparation of budget proposals for multiple donors ensuring that programme are fully funded.
• Ensure that IMPACT and ACTED expenditure are aligned with approved budgets and ensure a proactive approach to financial monitoring of the mission
• Preparation of financial reporting ensuring that all donor requirements are being respected and the expenditure of the project was optimal (HQ controllers to validate).
• Guide IMPACT SMT members on their activity budgets and expenditure
• Maintain ownership of finances in each mission and communicate regularly on identifying financial risks and opportunities to the Country Representative.
Financial Tools and Allocations
• Prepare project budgets in collaboration with SMT members, and with shared responsibility with Country Representative, to properly financially plan for project activities and staffing needs
• Update financial tools for REACH on a regular basis, in particular the Contract Follow up (CFU), national staff allocation table, expat staff allocation table, support cost allocation table, and reviews monthly budget follow ups for REACH components.
• Communicate regularly on the follow up financial tools to IMPACT Finance HQ, ACTED CFMs, and Country Representative, and other financial tasks that arise in the course of project cycles
• Updates the REACH timesheet preparation file at the end of each month to ensure proper staff allocation based on the IMPACT allocation table; liaise with IMPACT HQ to ensure harmonization of in-country tools and HQ salary allocations
• Check SAGA (Accountancy extract ACTED) and SAGE (Accountancy extract IMPACT) on a regular basis to ensure expenses are correctly allocated.
• Oversight of the Budget Follow Up (BFU) for IMPACT-led grants, and review of ACTED-led grant BFUs for allocations, expenditures (ledgers), and forecasts.
• Review of IMPACT Financial Sheets before they are sent to IMPACT HQ.
• Support Coordination in understanding expenditure trends and allocating or budgeting more resources where necessary.
• Quarterly mission financial reviews with the Country Representative to track expenditure on mission budgets and assess financial risk
• Liaise directly with REACH FLATS teams to ensure payments and smooth FLATS operations throughout REACH mission in Sudan
Miscellaneous
• Travel to field locations/missions when necessary to support with financial planning and monitoring
• Support with other requests from REACH Coordination as necessary.
• Support with other finance and compliance tasks, when necessary
• Support other REACH FLATS staff to cover duties when required.
OTHERS

Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, ACTED staff, partner agencies, casual labours etc.)
KEY PERFORMANCE INDICATORS
• Ensure timely updates of financial information in line with existing procedures and agreed timelines.
• Proactively spots and flags and financial issues or gaps.
• Has appropriated a good holistic understanding of the financial context of REACH/IMPACT’s programs at country and regional level and is able to provide detailed budget recommendations to program and management staff.

Required qualifications and technical competencies
• Bachelor’s degree in accounting, Finance, Economics, Business Administration with courses in accounting Qualification in accounting (CPA,ACCA or equivalent.
• A minimum of 3yrs experience in a position with similar responsibilities, preferably with an international or Local NGO, or financial/banking institution.
• Knowledge of relevant public donors’ regulations preferred.
• Proficient in MS office packages (excel, work, PowerPoint, Visio0, Web conferencing applications, knowledge of Project insight financial accounting package or similar financial reporting software preferred.
• Excellent analytical skills with ability to detect and report inconsistencies,
• Conscientious, accurate and thorough with great attention to details.
• Ethical conduct in accordance with recognized professional and organizational code of ethics.
• Ability to work collaboratively.
