Supply Chain officer – Procurement

Full-time

The Supply Chain officer – Procurement holds the primary responsibility of responsible for coordinating the procurement function at the Yumbe Office by ensuring that requests are serviced in a timely to deliver goods and services requested for.  Performance of tasks shall be executed in a manner that promotes best value for money in accordance to IRC standard operating procedures.

Key Duties and Responsibilities:

Procurement:

  • In conformance with the IRC Standard Operating Procedures and specific donor regulations;
  • Receive all Purchase Requisitions / Item Forecasts, review them for accuracy of the required information before onward processing.
  • Ensure all procurements are fully and accurately documented and tracked which leads to easy tracing of procurement records.
  • Support the sourcing process through issuance of RFQ, RFPs and other sourcing tools to respective vendors.
  • Participate in invoice evaluations of offers received from providers (bid analysis and evaluation reports) Coordinate deliveries with suppliers, logistics team and requesters/clients in a timely manner.
  • Participate in vendor performance reviews, market surveys and key procurement calendar activities.
  • Maintain database of good and reliable suppliers for different categories of supplies, goods and works.
  • Preparation and submission of periodic reports as required by the department.
  • Perform any other duties as may be assigned from time to time.

Reporting:

  • Prepare a monthly activity report for submission to the Senior Supply Chain Manager – Yumbe Office.
  • Produce a monthly commitment status report.

Systems Compliance and Improvement

  • IRC-Uganda specific finance, logistics, IT, security, communications and human resource/administration policies and procedures.
  • Any new procedures and guidelines designated in circulars from Country Director and SCC.

Policy compliance – IRC way policies

  • Ensure any violations of the IRC Sexual Abuse and Exploitation Code of Conduct are reported to the CD. The reporting of violations is an obligation on the part of all staff members.
  • Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of beneficiaries by IRC and other humanitarian workers.

Confidentiality

  • Ensuring the non-disclosure of any information whatsoever relating to the practices and business of IRC acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty.

Qualifications, Skills and Experience:

  • University degree in Procurement, Business Administration/Financial Accounting or Logistics related Program or equivalent (CIPS qualification will an added advantage).
  • Fluent English (written and spoken)
  • At least 3 years Prior experience of working in Supply chain management in a multi-cultural environment.
  • Good communication and staff management skills
  • Computer literacy (Microsoft Office Word and Excel spreadsheets; Outlook).
  • Familiar with Procurement ERP systems
  • Excellent interpersonal and communication skills
  • Remains productive when under pressure.
  • Knowledge of procurement principles and contract Management.
  • Commitment to understanding IRC’s aims and IRC way.
  • Demonstrates a systematic and efficient approach to work.
