About Refactory Limited:
Refactory Limited is an initiative that addresses the shortage of skilled software developers in Uganda and youth unemployment. Refactory was established by four partners: Clarke International University (CIU), Laboremus Uganda Ltd, Fontes Foundation, and Youth With A Mission UK.
Position Overview:
The Talent Management Lead is responsible for establishing, developing, and implementing talent management strategies and partnerships for the placement and engagement of Refactory Talent across various organizations and ecosystems.
Key Responsibilities:
1. Talent Partner Strategy
- Develop and implement partnership strategies and frameworks to attract external organizations to Refactory Talent.
- Build partnerships with industry associations, organizations, recruitment agencies, and professional bodies to understand Tech Talent hiring needs.
- Establish memorandums of understanding for talent acquisition partnerships.
- Understand diversity and inclusion requirements to enhance partnerships.
- Set measurable KPIs to track the success of partnerships.
2. Talent Placement Strategy
- Develop and implement talent placement strategies aligned with Refactory’s objectives.
- Create and maintain automated talent sourcing pipelines and systems to meet placement targets.
- Conduct talent assessments to evaluate skills, competencies, and potential.
- Collaborate with HRs and organizational leaders to fulfill placement needs and align with their recruitment strategies.
- Ensure effective communication and feedback systems with hiring organizations to enhance placement experiences, utilization, retention, and requests for Refactory Talent.
3. Career Pathing and Development
- Develop and implement initiatives to support talent growth and career opportunities.
- Provide guidance for identifying and pursuing available career opportunities.
- Design and implement leadership and career development programs.
- Facilitate coaching, mentoring, and training initiatives to enhance leadership capabilities.
4. Data Analysis and Reporting
- Develop tools and strategies to measure the effectiveness of talent placement initiatives.
- Utilize assessment data to make informed placement decisions.
- Prepare and present reports on talent placement metrics and outcomes to senior leadership.
Requirements:
- Bachelor’s degree in Human Resources, Business Administration, or a related field (Master’s degree preferred).
- At least 5 years of experience in talent management, acquisition, mobility, and leadership development, preferably in the technology sector or workforce development programs.
- Strong understanding of HR practices, talent development, and engagement.
- Strong organizational, project management, and decision-making skills.
- Familiarity with the tech ecosystem and skilling for employment initiatives.
- Excellent communication, interpersonal, and leadership skills.
- Proficiency in Talent Management software and analytics tools.
- Commitment to promoting diversity, equity, and inclusion in employment practices.
Reporting Structure:
The Talent Management Lead will report to the Head of Business Growth and work closely with the Strategy and Programs team.
