The USAID Feed the Future Uganda Water and Food Systems (WFS) Project

Contract

The activity aims to achieve the following development objectives:

  1. Improve water supply and integrated water resource management.
  2. Increase equitable access to sanitation and hygiene services for households and schools.
  3. Improve agriculturebased livelihoods.
  4. Increase consumption of nutritious foods among women and children.
  5. Expand access to financial resources for women, men, youth, indigenous people, and marginalized groups.
  6. Improve local capacity to manage shocks and stressors.

  1. Monitoring, Evaluation & Learning Manager (Moroto  1 Position)  

Responsibilities:

 Reporting to the MEL Director, the Monitoring, Evaluation, and Learning (MEL) Manager will design and manage systems for data collection, monitoring, evaluation (M&E), and knowledge management (KM).

 The Manager will ensure the project teams generate data and learn from project activities on an ongoing basis to identify highreturn opportunities, inform adaptive management, and improve accountability and effectiveness.

 The role involves direct supervision of three MEL Officers.

 

Job Requirements:

 Bachelor’s degree in a relevant field; an advanced degree in statistics, sociology, demographics, or related field preferred.

 At least 12 years of experience in monitoring, evaluation, and learning of donorfunded development activities.

 Demonstrated knowledge of USAID MEL requirements and reporting protocols.

 Prior work experience in Uganda is required.

  1. Catchment Manager (Moroto, Kapchorwa, and Soroti  3 Positions)  

Responsibilities:

 Supervise the staff of the catchment office to ensure technical designs and administrative policies are implemented.

 Cultivate local relationships and linkages between local public and private sector stakeholders.

 Monitor implementation at the catchment level and support the Implementation Director.

 

Job Requirements:

 Advanced degree in agriculture science/economics, environmental management/IWRM, public health, or related field with a minimum of 9 years of relevant work experience.

 Prior supervisory and project management experience is required.

 Professional proficiency in English and proficiency in local languages preferred.

  1. Grants and Contracts Manager (Moroto  1 Position)  

Responsibilities:

 Provide technical assistance for the Grants Under Contract (GUC) program.

 Manage and oversee grants, ensuring compliance with USAID regulations.

 Coordinate the grant management processes, including budget management and financial controls.

 

Job Requirements:

 Bachelor’s degree; an advanced degree (e.g., MBA) preferred.

 At least 10 years of progressive experience in grants management for USAIDfunded projects.

 Proficiency in English required, and proficiency in local languages preferred.

  1. Data Manager (Moroto  1 Position)  

Responsibilities:

 Manage data, perform data analytics, and visualize data for project performance information.

 Create and maintain databases, dashboards, and websites to assist in reporting and aggregating indicator data.

 

Job Requirements:

 Degree in information technology, data analytics, statistics, or related fields.

 At least 9 years of experience in database management, knowledge management, and data visualization.

 Proficiency in statistical packages such as ArcGIS, STATA, SAS, SPSS, and MS Excel.

  1. Operations Manager (Moroto  1 Position)  

Responsibilities:

 Provide support to the Operations team in ensuring daytoday office management and operations.

 Collaborate with the Director of Finance and Operations to ensure project needs are met.

 

Job Requirements:

 Bachelor’s degree in business administration, management, procurement, supply chain management, or related field.

 Minimum of 9 years of relevant experience in operations management, with prior experience in USAID project operations management preferred.

 Proficiency in English required.

  1. Access to Finance Senior Specialist (Moroto  1 Position)  

Responsibilities:

 Lead the design, implementation, adaptation, reporting, and learning of all Result 5 interventions (expanded access to financial resources).

 Advise on relevant crosscutting interventions with other project Result Areas.

 

Job Requirements:

 Advanced degree in Finance, Economics, Business Administration, Accountancy, or related field.

 At least 9 years of relevant experience, with expertise in access to finance opportunities and constraints in Uganda.

 Proficiency in English required.

  1. Accountant (Moroto  1 Position)  

Responsibilities:

 Provide accounting and financial analysis support, ensuring compliance with financial policies, procedures, and reporting systems.

 Support budget preparation and monitoring, and optimize spending and resource allocation to meet project objectives.

 

Job Requirements:

 Degree in Accounting, Finance, Business Administration, or equivalent; an advanced degree is preferred.

 At least 7 years of relevant experience in finance and accounting, with knowledge of internal controls and audit processes.

  1. Operations Officer (Moroto, Kotido, Soroti, and Kapchorwa  4 Positions)  

Responsibilities:

 Support the Operations Manager in ensuring daytoday office management and administration.

 Oversee procurement, office management, logistics, and fleet management.

 

Job Requirements:

 Bachelor’s degree in business administration, management, logistics, or related field.

 At least 6 years of relevant experience in office operations management, with prior experience in USAID project operations management preferred.

 Proficiency in English required.

  1. Procurement Officer (Moroto  1 Position)  

Responsibilities:

 Support the Procurement Manager in ensuring that procurement processes are competitive, transparent, and documented.

 Collaborate with technical teams to meet project needs throughout the procurement process.

 

Job Requirements:

 Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, or related area.

 At least 6 years of relevant experience in procurement and logistics, with prior experience in USAID project procurement preferred.

Responsibilities:

 Manage and administer a complex array of grants, ensuring compliance with USAID and DAI rules and regulations.

 Provide technical and administrative support to build the capacity of local subgrantees.

 

Job Requirements:

 Bachelor’s degree in business administration, commerce, or related field.

 At least 6 years of relevant experience in contracts and grants management, with prior experience in USAID project grants preferred.

Responsibilities:

 Support the project teams with driving and vehicle maintenance, coordinating transportation schedules, and moving to frontline locations of work.

 

Job Requirements:

 Minimum qualification of UCE certificate with at least 2 years of work experience in driving and logistics.

 Valid public driver’s license from class B and above with a clean driving record.

 Proficiency in English required.
