DFCU Bank is hiring a Senior Compliance Manager- Governance Monitoring & Regulatory Affairs responsible for responsible for ensuring robust compliance governance structures, effective monitoring frameworks, and proactive engagement with regulatory authorities. The role provides oversight and strategic input on compliance risks across the bank, ensuring alignment with regulatory requirements issued by the Bank of Uganda (BoU), the Financial Intelligence Authority (FIA), and other stakeholders. The position supports the Head of Compliance in strengthening institutional accountability, regulatory readiness, and risk-based compliance assurance.

Reporting to the Chief Compliance Officer

KEY ACCOUNTABILITIES:

  • To support and assist the Board and Senior Management to discharge their accountability for compliance risk management and compliance with applicable statutory, regulatory and supervisory requirements.
  • To support the Chief Compliance Officer, and the embedded business risk management functions to discharge their responsibilities relating to the compliance risk management processes as required by relevant regulatory requirements, applicable codes of conduct and minimum standards.
  • Oversee the completion and maintenance of the Compliance function’s governance strategy including annual monitoring plan, training plan and regulatory engagement plan etc.
  • Managing the team within compliance in the completion of compliance monitoring activities including onsite inspections, gap assessments, issue tracking etc.
  • Advise on best practice processes and systems to effectively monitor and control adherence, conformance, Governance and compliance to all policies and standards to ensure compliance with statutory and regulatory laws.
  • Identify and report on trends of non-conformance and compliance as per the required framework and standards across the bank and advise on critical development areas identified and required remedial actions.
  • Develop and ensure maintenance of a robust system for tracking new laws and regulations, interpreting the impact of these laws and mapping them against current policies and procedures to determine where changes are needed.
  • Ensure timely preparation and circulation of required periodic compliance reports to regulators, management and Executive Committees.
  • Keep abreast of and analyze relevant legislative and regulatory developments, impacting the bank to understand the implications for the organization and to deliver expert advice to the relevant Functions.
  • Responsible for communicating to senior management on implications of existing and proposed regulation and developing potential responses.
  • Ability to communicate with senior management and share insights based on analytics findings & testing results for management review.
  • Proactive engagement with the regulators to support material strategic and business development of dfcu bank.
  • Lead the development and implementation of a bank-wide compliance governance framework in line with BoU Corporate Governance Guidelines.
  • Support the operation of governance structures including the Board Risk Committee, Management Committees, and other executive forums.
  • Prepare and present compliance reports, dashboards, and incident updates for senior management and board-level committees.
  • Ensure that compliance ownership and accountability are embedded across business lines through appropriate governance mechanisms.
  • Design and oversee execution of a risk-based compliance monitoring and assurance plan covering all critical regulatory areas.
  • Coordinate with Compliance Monitoring teams to ensure timely reviews, gap assessments, and tracking of corrective actions.
  • Develop internal control metrics and risk indicators to assess the effectiveness of the bank’s compliance posture.
  • Report significant findings or potential compliance breaches to the Head of Compliance and escalate to the appropriate governance forums.
  • Serve as the bank’s liaison officer for formal regulatory engagement with the BoU, FIA, URA, and other relevant authorities.
  • Coordinate regulatory reporting, license updates, returns submission, and ensure timely resolution of regulatory findings or supervisory actions.
  • Maintain a regulatory engagement calendar and ensure appropriate preparation for inspections, thematic reviews, or industry consultations.
  • Keep abreast of new laws, regulations, and guidelines, and advise management on necessary adjustments to the compliance framework.
  • Support the periodic review and harmonization of compliance policies, charters, and procedures to ensure alignment with regulatory developments and global best practices.
  • Provide advisory support to departments on compliance-related matters, including regulatory interpretation and implementation guidance.
  • Promote adherence to internal codes of conduct, whistleblowing procedures, and conflict of interest disclosures.
  • Contribute to the bank’s annual Compliance Risk Assessment by coordinating inputs from business units and analyzing risk trends.
  • Ensure compliance risks are documented, rated, and monitored through the enterprise risk management framework.
  • Drive awareness of compliance obligations through education, engagement, and tone-from-the-top advocacy.

 

KNOWLEDGE, SKILLS, AND EXPERIENCE REQUIRED:

  • LLB or a business degree.
  • Certification in regulatory compliance or ACCA or CPA is an added advantage.
  • Minimum of four years’ experience in financial services and or working in a fast-paced and dynamic regulated environment with a core focus in Compliance, governance or audit.
  • A Master’s Degree or certification in Audit, Compliance, business or Law will be an added advantage.
  • Exposure to demanding operational environments to gain insight into the most effective compliance management applications.
  • Working across all levels of the organization to understand cross-functional linkages and interdependencies, as well as the implications of compliance at both a strategic level and at the business unit level.
  • Experience of leading and coordinating a team.
  • Excellent communication skills to foster a good relationship with the regulators, the business lines and other functions.
  • Demonstrated ability to assess Compliance trends, both internally and externally.
  • Leadership and management ability.
