ZOA Uganda is hiring a Project Officer-WASH responsible for the day-to-day coordination around the planning and implementation of activities under the project in Kiryandongo refugee settlement and host community in Kiryandongo  District. He/She will oversee implementation of Outcome 3: Households access safe and sufficient water, sanitation and hygiene services (some part of activities implemented by partner).

Our work in Uganda

In Uganda, ZOA has offices in Kampala, West Nile (Arua), Acholi (Gulu), and Karamoja (Amudat). ZOA Uganda works both in relief and recovery on the themes of food security & livelihoods, education, and conflict management with a special focus on land Rights.

About the Hope Project

In the next 4 years, 6 months (June 2025-Decemberr 2029), ZOA will work with partners to deliver WASH, Land, MHPSS and Livelihoods activities for refugee and host communities. In doing so, ZOA will intentionally seek to build the capacity of these local partners and ensure equitable partnerships when it comes to resource allocation, representation, and decision making.

HOPE project adopts a localization approach which aspires to build strong civil societies, communities and actors, and promoting locally led recovery programs.

This will be achieved through;

  • Household participatory planning where decision making about resources and assets will no longer be left to men alone
  • Certificates of customary ownership offer tenure security for women and their children since all family members can be included on the land registration title
  • MHPSS services will be tailored to meet the specific needs of women, by creating safe spaces for women and girls to come together
  • Water and sanitation service provision will relieve the time burden on women and girls to collect water and care for family members who fall sick from water borne diseases
  • Male role models will be identified in target communities to champion positive change

 

Your main tasks and responsibilities

General 

  • Support needs assessments, project reviews, and post-project impact assessments as needed and advised;
  • Actively participate in preparation of proposals, CN, technical description, and budget development jointly with the project team members.
  • Ensure implementation is done in a timely and professional manner, according to the workplan and budget.
  • Ensure proper documentation of WASH activities/data and experiences by the community structure.
  • Conduct regular monitoring and technical support visits to project sites and camps;
  • Actively participate in the review of  WASH activity plan, Spending plan and procurement plan and ensure timely delivery.

Water Supply and Infrastructure

  • Conduct technical assessments of water sources (boreholes, wells, piped systems) to determine functionality, repair needs, and rehabilitation feasibility.
  • Support the design, planning and supervision of WASH infrastructure construction and rehabilitation works, including boreholes , piped schemes, and water storage systems.
  • Monitor contractors, hand pump mechanics and community volunteers to ensure quality workmanship and adherence to technical standards.
  • Maintain updated inventories and mapping of water sources within the implementation area.
  • Closely work with the district water officails and other stakeholders during joint assessments and technical verification missions.

Sanitation and Hygiene Promotion.

  • Cunduct assessment of sanitation facilities in schools, health centres and communities including structural integrity and WASH service gaps.
  • Support the design and implementation of sanitation improvements such as latrine construction, waste management, and hand washing station installation.
  • Deliver hygiene promotion activities, including community sensitizations, behavioral change campaigns and distribution of hygiene kits.
  • Collaborate with health department and partners to improve sanitation and infection prevention in institutions.

Community Engagement and Capacity Strengthening.

  • Facilitate the formation, training and follow-up of water user committees to strengthen community based management of water points.
  • Profile, train and support hand pump mechanics to ensure timely maintenance and repair services.
  • Promote community contributions for operation and maintenace in line with local regulations and sustainability plans.
  • Conduct community mobilization during WASH campaigns, project launches and emergency response activities.

Coordination and Partnership Engagement

  • Represent the organization in district and subcounty WASH coordination meetings.
  • Work closely with OPM,UNHCR and district technical departments and other WASH partners to ensure harmonized interventions.
  • Participate in project inception meetings, planning workshops, and joint monitoring missions.
  • Provide technical feedback to partners and ensure alignment with national WASH Policy.

Reporting /Monitoring and Data Management.

  • Provide inputs to implementation plans and activity/monthly reports;
  • Identify, document lessons learned and best practices;
  • Prepare and submit well written success stories;
  • Contribute to project reports or implementation plans as required by supervisor;
  • Collect monitoring data according to ZOA’s systems and activities in the project;
  • Representation and coordination with relevant partners in Kiryandongo context on issues around WASH
  • Actively participate in the required and relevant technical working groups;
  • Participate in relevant coordination meetings concerning the project.
  • Regular coordination with local government actors and relevant district offices; OPM, UNHCR and other NGO partners.
  • Contact with other project specific actors, e.g. consultants or service providers.

Representation and coordination

  • Actively participate in the required and relevant technical working groups and coordination meetings conducted at sub county and parish level;
  • Work closely with local government actors at Sub County and village level
  • Work closely with local the partners to implement the project

Procurement and finance

  • Initiate timely purchase requisition of project goods/services;
  • Ensure expenses are in line with approved budget;
  • Provide appropriate codes for expenses

Human Resource Management 

  • Ensure the Hygiene promoters have weekly and monthly targets;
  • Conduct weekly or monthly meeting to achieve targets;
  • Provide technical support through coaching and mentorship of hygiene promoters for quality implementation of project activities.
  • Ensure procurement request are put on system for approval and finance requested accordingly
  • Initiate timely purchase requisition of project goods/services;
  • Ensure expenses within outcome 3 are in line with approved budget;
  • Provide appropriate codes for expenses.

Accountability

  • Sensitize all stakeholders (beneficiaries, service providers, partners, government and other) on feedback and complaint mechanisms implemented by ZOA Uganda
  • Upon receipt of a complaint or feedback, ensure that it is correctly documented following correct reporting procedures
  • Understand ZOA’s code of conduct and safeguarding policies, ensure adherence to these policies and that project activities are implemented with a “Do No Harm” approach

Your profile

Identity

Knowledge & Experience:

  • University degree in Hydraulic Engineering, Water Resource Engineering, environmental or public health or other related fields.
  • 2 + years’ experience in WASH, preferably in a humanitarian setting (refugee camps, rural development, or emergency response).
  • Experience in localization approaches and working with local organizations
  • A good command of English, including written reporting and activity reporting
  • Experience of working with People with Disabilities is a plus
  • Experience working in the refugee settlement context is a plus

Skills:

  • High level of networking capacities
  • Experience of data analysis software (Arc GIS and SPSS) is an asset
  • Experience of Engineering Software (Watercad, Epanet and Auto CAD etc)
  • Knowledge of domestic water supply system hydraulic design
  • Excellent communication and interpersonal
  • Able to bridge differences and bring people together from different backgrounds
  • Motivated to work independently / self-managing
  • Good computer skills: Ms Excel and Ms Word;
  • Self-motivator, able to take initiatives with limited supervision;
  • Ability to drive a motorcycle with valid driving/riding license is a MUST.

Special conditions/circumstances

The Project Officer will be based at the ZOA  field  office in Kiryandongo.

Regular travel to field locations, sub counties and for meetings with project stakeholders is expected. The postholder is expected to regularly ride a motorcycle in rural conditions/on unmade roads.

The role is 1.0 FTW (40 hrs./week). Working hours and benefits are outlined in the ZOA Uganda Employee Handbook. Some flexibility on working hours may be required, e.g. for travel at weekends, or during reporting times.
